MINUTES December 2, 2014 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Tuesday
December 2nd, 2014 at the Bear Creek Town Hall with the meeting called to
order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila
Carver, Treasurer; Tim McCluskey, Patrolman; , and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as
read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as
presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed. Sand, salt,etc. ordered for the
winter season.
The levies were all in the township for the schools and the taxes were
at the county after Thanksgiving to be run.The clerk needs to complete the
tax roll book, complete the Statement of Taxes before the 3rd Monday in December,
and complete the levy report for the Department of Natural Resources so we get
the “In Lieu of Taxes” money.
The tax sheet needed to be completed and sent to the state that we are
compliant with our tax levy.
A sheet was completed on the school levies, news of upcoming events in the
township and copies to go out with the taxes. Also the new recycling sheet for
2015. This was the Spring Newsletter and sent out with the taxes.
New structures in Bear Creek sheet was given to Harold. Pat Barrot putting
up a shed. Peter Geise is now builing a house instead of a shed so $75.00
more due to township.
Funds were moved from the equipment account to the general fund
as the roads cost more than anticipated for 2014.
The treasurer was given a check of $280.00 for postage to mail
out the taxes.
The tavern licenses report was completed and sent to the state.
Lottery credit and First Dollar sheets were run for the board.
The fire departments are making some changes in their services.
New law in permits of husbandry, transporting equipment in areas,
and Marty McCluskey appointed to issue the permits on this. Weights
and limits of distance included in this.
The January meeting was set for January 6th at 8:00 P.M..
The 2015 Caucus was set for January 6th at 7:30 P.M. at the Town Hall
to place names on the April ballot for the board for the next 2 years.
Clerk to post and publish the Caucus.Town monthly meeting will be
held immediately following the Caucus.
Motion was made by Harold Emerson , 2nd , and carried to close the Township
books as of December 31,2014 for 2014.
The tobacco selling permit papers were completed and sent to the state.
Even if we have no permits out.
The ballots were ordered for the February 17th election and the April 7th
election.
Clerk to have the W-2s ready by the next meeting . Also new binders
for the board for 2015
The patrolman was given a Holiday Bonus.
The election board for the next year includes Judy Brassington, Phyllis
Meister, Ken Blum, Cathie Faber, Emma Needham, Jane Furchgot, and Rose Gilligan.
The patrolman is to be paid 1/2 of his insurance in January and 1/2 in July .
Bills were paid as presented and approved by the board.
Motion was made at 9:00 P.M. byJeff Scallon to adjourn the meeting, 2nd
and carried. Chairman McCluskey adjourned the meeting.

______1. New budget for the year 2015 has been put into the computer.
The updated payroll figures for 2015 have been completed in the
records. Social Security and Medicare figures, plus some federal
figures. State of Wisconsin .
______2. The 1099s will be mailed out to the businesses we work with in
Bear Creek.
______3. New Recycling sheets were mailed out.
______4. Meetings for the Township are $35.00 per meeting as of January
1, 2009.
______5. Quarterly reports are due for completion at this time. Also, the
Federal and State Reconciliation reports to IRS and State of
Wisconsin. Clerk to complete these. W-3 completed for Federal.
______6. Taxes for 2015 are being collected by the treasurer. New
recycling sheets available at the Town Hall for 2015. Also the
Spring Newsletter.
______7. W-2s were completed by the clerk for the board and distributed
at the January 2015 meeting.
______8, Highway Aid amounts in 2015 are $96,469.62. One fourth is coming
to Bear Creek in January .
______9. New Record Books for the Board were completed by the clerk for
2015. These are to be distributed at the January meeting.
_______10. The Wisconsin Clerk’s Association dues are due now for
$45.00.
_______11. Township Audit of Books of the Treasurer and Clerk needs to be
set. Was at March meeting last year. Clerk doesn’t have the
December bank statement or the numbers in the account register of
early paid taxes as yet.
______12. The Town Board is to be paid at this meeting.
______13. An updated Quick Books program will need to be ordered for the
township records..This will include the payroll program and update
Quick Books to 2015.
______14. Joe Bauer asked to be put on the agenda.
______15. The clerk has been legally certified by the state to conduct
the township elections for the coming 2 years. Needed 6 hour
credits at the state of election training. Has 11 hours.
______16 . The first half of Tim’s insurance is due at this time of
$1350.00
______17.The election machines have been checked by Ken for the
elections. We ordered some supplies for the use at 2 elections in
2015...
_______18. The February meeting needs to be set.
_______19. There could be an election in February on the 17th.
_______20.Bear Creek needs to register at the state as being an entity in
Wisconsin. The cost is $10.00
_______21. There is a CSM here for the right—a-way of the road near Don
Fleming’s property. It is in the right place, but legal papers
done by Don Fleming. Chairman notified..
_______22. There is the district Town’s Association meetings in February.
Cost per person $40.00. Need to set where and how many attending.
_______23. Any other business to come before the board and pertinent to
the town board meetings.

The Town Board of the Township of Bear Creek held its regular
monthly meeting Tuesday January 6, 2015 at the Bear Creek Town
Hall with the meeting called to order at 8:00 P.M. by Chairman
Marty McCluskey.
Present included Harold Emerson and Jeff Scallon , Supervisors;
Sheila Carver Treasurer; Tim McCluskey, Patrolman :John Conlon, and Eileen Eberle,Clerk.
Minutes to the last meeting were read by the clerk. Motion to approve as read was made by Harold Emerson, 2nd, and carried.
The treasurer’s report was presented by the treasurer. Motion to
approve as presented was made by Jeff Scallon , 2nd, and carried.
The early paid taxes amounts need to go to the schools , state,
and county needs their monies from this by January 15th, with these checks needing to be made out and sent by that time.
New budget for 2015 was completed and placed in the computer.
The 1099’s were to be mailed to our businesses.
Quarterly reports were due at this time. W-2’s were completed and
distributed to the board. Federal and State Reconciliation’s were completed, and the W-3 report.
Taxes for 2014 are being collected by the treasurer. New recycling
sheets are here for 2015 and distributed by Sheila when collecting taxes.
New record books for the board’s 2015 records were completed by the clerk and distributed to the board.
The Township Audit of the books of the Clerk and Treasurer needs to be set and was set for the March meeting of the board.
Assessor was contacted Harold and updated the town for 2015.
The Town Board was paid for the 4th quarter of 2014 at this
meeting.
The township has the sand for the winter.
An election survey came from the state and was completed by the
clerk,and returned to the state.
The Wisconsin Clerk’s Association dues need to be paid in the amount of $65.00
Clerk to compile the retirement figures for 2014 and get to the treasurer , so they can be done electronically.
An updated Quick Books program needs to be ordered for 2015. This will be for the payroll program..
Board to keep the same Planning Commission for the next 2 years.
The DNR report was completed and sent to the state of the levies and the mill rates. This gets us our reimbursement from the DNR.
The Statement of Taxes was completed and sent to the county , treasurer , and state. Also the Certification of the tax book completed and sent to the county and the book given to the treasurer.
Next meeting of the Town Board will be Tuesday February 3,2015 at
8:00 P.M.
The Board registered for the District Town’s Association meetings for the spring Town’s Association meetings. The board will go to Mineral Point on Saturday February 7th.
The Clerk is recertified by the State in completing the training and being registered to legally handle the elections for the next 2 years. There will be no election in February 19th in Bear Creek.
The bills were paid as presented and approved by the board. The
schools will be paid on January 15th with the early paid tax money due them.
Joe Bauer asked to be on the agenda. Didn’t come. Has to do with the Bauer fence Dan Ruetten took out and now a lawyer involved.
There is a CMS here on the road near Don Flemings home. To be put on the February agenda as it hasn’t been to the planning commission.
A letter of concern of a culvert on Strang Hollow was noted by the board and to be checked into by the patrolman.
Scott was paid the rest of their bill. Board to note wording on next years contracts, so the bill is the same as the bidding.

______3. Checks need to be written to the schools (5) by February 15th
of the tax money paid in January. Sheila needs checks to
settle with the county for the county and state and the dogs.
Also checks need to be written for the DNR money in lieu of
taxes to MATC, River Valley, county and state.
______4. The meetings are going on with the Town’s Association meetings
in Mineral Point on Saturday February 7th th and 4 going.
______5. Audit of the Clerk’s and Treasurer’s books for 2014 will be
done next month at 7:30 P.M. The 2014 Financial reports will be
run by the next meeting.
______6..Military and overseas voters sheets have been completed for
2015.
______7. The Clerk is working on the Township Annual Report for 2014
and starting the State Form C State Report that is due March
1,2015. We can distribute the Township Annual Reports in March.
______8. The Planning Commission will be starting their 2nd year of
their 2 year terms.

______9..The April 7th meeting of the Town Board will have to be
changed due to the Spring General Election being on that day.

the forms. .

______12. Sheila is being trained in SVRS, the election program.
She wants to address the board on using her services.
______13. The area election districts of this area in Sauk County will
merge their notices in the paper and split the cost of publication.
(Sauk County will no longer do this )
______14.We are paying the State and Federal monthly deposits for
withholding online..Also the retirement amounts are online. State
retirement and State reconciliation reports are done online.
______15. The Recycling Report for 2014 to be completed and will be on
the computer by February 1st. The Clerk to complete this
report online.
______16. The Statement of Taxes was completed and copies sent to the

______17. Clerk is to be reimbursed for dues to Wisconsin Clerk's Association.
This year cost is $65.00
______18. Joe Bauer asked to be on the agenda concerning a permit for the Lin's Quarry.
______19. There is a CSM here concerning the road by Don Fleming's property.
This was to be placed on the February agenda.
______20. Clerk issued a check to State Withholding of difference from W-2s ,
as the money is used for the year earned, not when paid.
______21. The state retirement is to be figured pre-tax in 2015. Clerk to
ask Rich Stadelman about this. Also. so we use the correct formula in Bear Creek.

Minutes to the last meeting were read by the Clerk. Motion to approve as
read was made by Harold Emerson , 2nd, and carried.

presented by Jeff Scallon , 2nd, and carried.

The election board was approved for the next 2 years. Members attended a training
in Baraboo. Eileen, Phyllis, Judy. Ken, and Cathie.
The patrolman is to be paid 1/2 of his insurance in January and 1/2 in July of amounts
of $1,290.00 each time.
$20,000.00 was moved from the regular account into the machinery account as
budgeted for the year. Motion made to do this by Jeff Scallon, 2nd, and carried.
Treasurer moved this at the bank.
The January meeting was set for Thursday January 9,2014 as the clerk’s son
was having heart surgery on the regular day of the meeting.
We lost a very dear person in Bear Creek who had served on the election board and was
the beloved wife of board member Harold Emerson. Our most hreatfelt condolences to Harold
and his family at the loss of Emmogene.
Bills were paid as presented and approved by the board.
Motion was made at 9:00 P.M. by Harold Emerson to adjourn the meeting, 2nd
and carried. Chairman McCluskey adjourned the meeting.

regular night. Could it start at 8:15 P.M. as there will be a
small vote?
______8. Town Board to be paid at this meeting.
______9. There is an election of the Ithaca residents on November 5, 2013
of a referendum. We will use a 3 person board of Phyllis, Judy,
and Ken. Being published. Ithaca will pay for all of the costs, as
there is no regular election...Published and getting ready for
this election..
______10. Quarterly reports are due at this time to state and federal.
______11. The recycling grant application was completed on the computer
for 2014 by the clerk. We were notified of its completion correctly
completed.
______12. Housing report should be here and to be given to Harold.
______13. There is a clean sweep in Sauk County Saturday October 5th.
______14. 2nd half of insurance is due in November.
______15. The bill came for the 2nd half of the fire department for
Plain. We have always paid this in November. So we kept it for
November.

MINUTES TO REGULAR MONTHLY MEETING OF BEAR CREEK TOWNSHIP
August 6, 2013
The Township of Bear Creek held its regular monthly meeting Tuesday
August 6, 2013 at the Bear Creek Town Hall with the meeting called to
order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors;
Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to
approve as read was made by Harold Emerson , 2nd, and carried.

The State School Credit was received and credited to our account
at Sauk County..
The Insurance Audit was completed and sent..
Final values for assessment in Bear Creek is $ 57,114,700.00 for 2013.
Consumer’s Co-op sent contract on the amount of billings of propane
for the winter season. Marty has the contract. Was signed and returned.
Signed contract back in township. Copies for the board. Contracted for
2500 gallons.
St. Patrick’s got a 1 day beer serving license for their
September 15th gathering.
The September meeting was set for September 3, 2013 on
Tuesday evening.
The recycling Grant for 2013 needs to be completed and sent in.
It is in the computer
State Shared Revenue is to come this month.
The chairman put together the figures for the bridge program .
The clerk’s new email is eberlelue@gmail.com
The Quarterly reports were completed and sent.
The 2% fire bills came and sent to the 2 fire departments.
A driveway survey came concerning property of Dedericks
and this was forwarded to the Planning and Zoning
Commission.It was approved and Marty signed the papers and
sent them to the county.

______1. Roads being done in the township for 2012. Discussion.
______2. The assessment report came and copies made for the board.
______3.There will be an election in Bear Creek on November 5th for
Ithaca residents. We will use a 3 person election board . Ballots
to be printed by Ithaca and they pay all of our expenses , when
they get the bill from us.
______4.The budget needs to be started in October for 2014.
______5. The State Road report comes at this time and needs to be
completed for funds for roads. This is sent to the Chairman.
______6.The County Directories will no longer be printed by the county.
