_______1. Discussion of the Spring General Election held on Tuesday April
3,2012. 5 person board used as there are several offices being filled .
Also, the continuing voter registration before voting takes time. Testing meeting
of equipment was held Friday March 30,2012 at the Town Hall. Checks for
this group to be signed tonight. Had to use some new members as we had an
illness in 2 election board members.
_______2. Township Annual 2012 Meeting will be held Tuesday April 10,2012 at the
Bear Creek Town Hall with the meeting to be called to order at 8:00 P.M. The
meeting will discuss the roads to be repaired in 2012 and any other business
pertinent to the meeting. This was published and posted.
_______3.A date was set for the board to view the roads for the spring of 2012,
with the patrolman.. This is April 6th ..
_______4. The Town Board is to be paid at this meeting.
_______5. Meeting tonight changed to Thursday evening due to the election on
Tuesday.
_______6. The stand for the touch screen equipment is faulty and needs to be sent to
be repaired. A replacement is here for the next 2 elections. At a cost of
$75.00. The repairs should be free and 1 way postage free. Because of our
continued warranty. Ken helped to get this going.
______7. The Annual Financial Reports for the Township for 2011 were run and
sent to the residents in March. A newsletter was put together and distributed at
the election and sent with taxes. More will be available at the Annual Meeting.
_______8. The State Form C is completed and sent to the state by March 31,2012 and
the clerk sent it registered mail. We have the verified notice of the state
receiving the report.
_______9. Quik Books update for the payroll needs to be sent for and will be here by
April..
_______10. The quarterly reports are due at this time.
_______11. There is to be an election on May 8th and another one June 5th for the
recall of the governor.
________12. The school districts have to be given a complete roll of the election to each
district. We have to run over 50 sheets of records for each of the 3 districts.
These have to have a certification of the Clerk to be legal. New rules of the
state. This is Ithaca, River Valley, and Weston.
________13. Cal Magnan called and wanted to know if Tuesday May 15th would be
all right for Open Book. He also wanted to know if Thursday June 10th
would be all right for Board of Review This will be the same as our meeting
night.
________14. A road rating report is due on the town roads is usually due at this time..
________15..Has the PILT money come for disbursement?
________16. The fire bills are due May 1st. 1/2 for Plain and 3/4 for Town of
Washington .Also fire reports for the state were to be completed by the clerk
and fire-chiefs.
________17.Lottery credit checks are due now. We only get ours anymore. The county
sends the others to the respective places..
________18. The State Recycling Report is completed and sent to the State by
April 30,2010. Got these papers online now. Clerk has run these.
________19. The Township Insurance at Rural Mutual is due May 1,2012. The
coverage papers are here.
________20. Untaxed lands reports need to be completed and sent to the state. Are due
June 2,2012. The ones due to the clerk have been received by March 31st.

Free Electronic Recycling Event April 28th
A FREE Electronic Recycling Event is being conducted by DP Electronic Recycling on April 28,2012 from 9:00 A.M. to 4:00 P.M. at the Green Technology Training and Enterprise Center located at 1110 Leed Parkway, Plain,Wisconsin 53577.
This event is open to the public and there are no residecny requirements.
Anything that plugs into the wall or runs on batteries, including appliances are being accepted.
We wipe all data stored in hard drives to the standard provided by the Department of Defense.
Sponsoring this is the Village of Plain , The Town of Franklin, Green Technology, and DP Electronics
The Town of Bear Creek has been asked to contribute recyclables to this event and help with protecting our natural resources as well as protecting human and environmental health.

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Town Board of the Town of Bear Creek held its Audit of the 2011 Clerk’s and
Treasurer’s books at 7:30 P.M. at the Bear Creek Town Hall on Tuesday March 6, 2012.
This meeting was called to order by Chairman Marty McCluskey.
Present included Harold Emerson and Jeff Scallon, Supervisors ;Sheila Tafs, Treasurer
; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Following the approval of the records, the Clerk’s and Treasurer’s records were signed
by the board and recorded for 2011.
The Town Board of the Township of Bear Creek held its regular monthly meeting
at the Bear Creek Town Hall Tuesday evening March 6, 2011 with the meeting called to
order immediately following the audit meeting by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs,
Treasurer; Tim McCluskey, Patrolman; , and Eileen Eberle, Clerk.

Harold Emerson , seconded, and carried.

Jeff Scallon , 2nd, and carried.
The Form C State Report has been completed by the clerk and sent registered mail to
the state.
The Township Annual Report for 2011 has been completed by the clerk. These were
run and sent to the residents in March. Treasurer ran the labels for these letters.
The April 3rd General Election will need a 5 person election board. Clerk to put
notice in the papers of the election and the testing of the equipment for election day.The
testing will be Friday March 30,2012 at 8:30 A.M. at the Town Hall.. The polls will be
open from 7:00 A.M. to 8:00 P.M. on election day. Sample ballots in township

The state housing report needs to be completed and was given to Harold, the building
inspector for the township. .
Fire Audit forms were completed by the clerk and the fire chiefs so we get the
fire dues.
Voter registration forms are here and we will continue to complete these at the
Spring Elections.
We have 3 trained by the state for the election processes, Phyllis , Judy, and Eileen to
be Chief Inspectors. Will get Lucille and Ken trained also in the next 2 years..Clerk is
trained but doesn’t work at the elections as a poll worker , only in emergency...
The PILT monies still have not come for the area schools and county..
Renewal of the Quick Books Payroll Program needs to be ordered .
The District Town’s Association meetings were held with Eileen, Marty, Harold,
Sheila , and Jeff attending. All were trained and certified in Board of Review.
.The schools were paid for their February payment by February 20th..
The FICA is staying at 4.2 for employees and 6.2 for employers at this time.
A resolution needs to be put in place to extend next year for board members as the
Annual Meeting date was changed by the legislature. Town to do this at Annual Meeting.
The Recycling report for 2011 was completed online by the clerk and submitted to
the state.
An election machine training session is being held in Baraboo. Judy, Ken, and
Eileen to attend..
Bear Creek will only have a fire warden 1 more year, then the DNR is changing
this.
A report had to be completed for overseas and military voters.
Board member Harold Emerson’s wife is ill and board signed and sent her get well
wishes.
Marty reported a proposed plan of Plain Fire Department to house some fighters in a
building in Plain. This is for efficiency in emergencies. No objections in township.
Clerk was notarized again for 4 years.
Motion to adjourn the meeting was made at 10:15 P.M. by Shelia Tafs , 2nd by
Harold , and carried. Chairman McCluskey adjourned the meeting.

Approved minutes of February 2012 Town Board Meeting
MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Town of Bear Creek held its regular monthly meeting Tuesday February 7th,
2012 at the Bear Creek Town Hall, with the meeting called to order at 8:00 P. M. by
Chairman Marty McCluskey.
Present included :Harold Emerson and Jeffrey Scallon, Supervisors, Sheila Tafs ,
treasurer; Tim McCluskey, Patrolman, and Eileen Eberle, Clerk.
Minutes were read by the Clerk. Motion to approve as read by Harold Emerson, 2nd,
and carried.
Treasurer’s report was presented by the Treasurer. Motion to approve as presented
by Jeffrey Scallon, 2nd, and carried.
Roads were discussed concerning salt and sand. Regular winter roads.
There will be no Spring Primary Election in Bear Creek.
Checks are to go to the schools on February 20th of the monies paid in January. Sheila
needed a check to pay the dogs dues.

The Clerk’s and the Treasurer’s books for 2011 are to be audited at the March 6,2012
meeting ..Time of meeting is 7:30 P.M.
The Clerk is working on the Township Annual Report and these will be mailed to the
residents after the books have been audited. She is also working on the Form C Report for
the state. This is due March 31st.
The area District’s Town’s Association meetings were held and Bear Creek is having
5 attend Friday February 17th at Richland Center . Marty, Harold, Sheila, Eileen, and
Jeff .
Harold met with the assessor on new construction in Bear Creek .
The tobacco report was completed and mailed.
Randy Smith survey map went before the Planning Commission and then back to the
Town Board for approval and was approved .
Mileage rate for travel for the board was raised to $ .555 due to the high gas prices.
Motion made by Jeff , 2nd, and carried.
Military and overseas ballot had to be mailed by February 17th. These are out to
Scott and Angela.
The length of the terms of those on the Planning Commission will be determined at
the Town Annual Meeting Tuesday April 10,2012.
The April meeting was set for Tuesday April 5th at 8:00 P.M.
The 1099s were mailed out in January.
The PILT money had not arrived as of the January meeting and these will need to be
paid in February. To River Valley, MATC, and Sauk County.
The Recycling Report for Bear Creek 2011 needs to be completed on the computer
and submitted to the state.
Statement of taxes was completed and sent to the county, state, and treasurer.
The Sauk County Town’s Association will meet in Loganville on February 16th.
Several will attend.
Bills were paid as presented and approved by the board.

1.__________ Plain Fire Deartment wishes to consider providing a place for the EMT’s
to stay in Plain over the week-ends. Marty will give the details.
2___________There is a resolution here to be considered for the new high lines being put
through Wisconsin and we received notice of this to be on our March
agenda. This came today March 6th to the clerk.
3. __________ A bill came today from Plain Kwik Trip for gas of $60.11 so clerk
included this on the billings.
4.__________ The clerk is notarized again as of February 29th and her term expires
February 28,2016.
5.___________Samples of the ballots for the April 3rd election are here and can be
looked at.

After that they will have them at some area gas stations. Phyllis Meister is the
current fire warden for Bear Creek
_______17. Town Board attended the District Town’s Association meetings at
Richland Center February 17th . This started at 8:00 A.M.. Speakers started at
8:45 A.M. All board members were trained in procedures of Board of
Review and certified.

_______19. Board member Harold Emerson’s wife is ill and a Get Well card is here
for the board to sign tonight.

_______17. Town Board attended the District Town’s Association meetings at
Richland Center February 17th . This started at 8:00 A.M.. Speakers started at
8:45 A.M. All board members were trained in procedures of Board of
Review and certified.

_______19. Board member Harold Emerson’s wife is ill and a Get Well card is here
for the board to sign tonight.

March Town of Bear Creek Meeting
The March Meeting of the Bear Creek Town Board will be Tuesday March 6,2012 at 7:30 P.M. at the Bear Creek Town Hall so the town board can review the records of the clerk and treasurer for 2011. The regular monthly meeting will immediately follow the review of the records.
The April meeting of the Town Board will be Thursday April 5,2012 at 8:00 P.M. because of the Spring General Election being held Tuesday April 3,2012 at the Bear Creek Town Hall.
The 2012 Annual Meeting will be Tuesday April 10,2012 at the Bear Creek Town Hall. Roads to be improved for 2012 will be on the agenda. Also on the agenda will be the terms of members of the Planning Commission. Also any other business pertinent to this meeting.

Approved minutes to January Town Board Meeting
MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
Thursday January 5, 2012 8:00 P.M. Bear Creek Town Hall
The Town Board of the Township of Bear Creek held its regular
monthly meeting Thursday January 5, 2012 at the Bear Creek Town
Hall with the meeting called to order at 8:00 P.M. by Chairman
Marty McCluskey.
Present included Harold Emerson and Jeff Scallon , Supervisors;
Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck , Mark
Mahoney ,and Eileen Eberle,Clerk.
Minutes to the last meeting were read by the clerk. Motion to
approve as read was made by Harold Emerson, 2nd, and carried.
The treasurer’s report was presented by the treasurer. Motion to
approve as presented was made by Jeff Scallon , 2nd, and carried.
The early paid taxes amounts need to go to the schools , state,
and county needs their monies from this by January 15th, with these
checks needing to be made out and sent by that time.
New budget for 2012 was completed and placed in the computer.
The electronic election machines were in Baraboo for cleaning and
checking.The company had their representatives there to do this work.
The 1099’s were mailed to our businesses.
Quarterly reports were due at this time. W-2’s were completed and
distributed to the board. Federal and State Reconciliation’s were
completed, and the W-3 report.
Taxes for 2011 are being collected by the treasurer. New recycling
sheets are here for 2012 and distributed by Sheila when collecting
taxes.
New record books for the board’s 2012 records were completed by
the clerk and distributed to the board.
The Township Audit of the books of the Clerk and Treasurer needs
to be set and was set for the March meeting of the board..
Mark Mahoney and Ted Greenheck were present to present an approved
by the planning commission a survey of land owned by Randy Smith , for
the board to look over and give a board recommendation . The survey was
approved of 20 acres to possibly be sold to a couple from Dane
County.The motion to approve this survey was made by Harold Emerson,
2nd, and carried.
Assessor was in the township to update the town for 2012.
The Town Board was paid for the 4th quarter of 2011 at this
meeting.
The township has the sand for the winter.
An election survey came from the state and was completed by the
clerk,and returned to the state.
The Wisconsin Clerk’s Association dues were paid in the amount of
$45.00.
Clerk to compile the retirement figures for 2011 and get to the
treasurer , so they can be done electronically.
An updated Quick Books program needs to be ordered for 2012.
This will be for the payroll program..
Discussion to be added to the February agenda of a motion by the
board to keep the same Planning Commission for the next 2 years.

and the mill rates. This gets us our reimbursement from the DNR.
The Statement of Taxes was completed and sent to the county and
state. Also the Certification of the tax book completed and sent to the
county and the book given to the treasurer.

The board needs to be registered for the District Town’s Association
meetings for the spring Town’s Association meetings. The board will go
to Richland Center to the White House on Friday February 17th.

A sympathy card was sent by the board to the Ken Blum Family who
lost their daughter in a tragic accident. Ken is a member of the Bear
Creek Election Board and the Bear Creek Planning Commission.
The bills were paid as presented and approved by the board. The
schools will be paid on January 15th with the early paid tax money due
them.

______2. There will be no election in Bear Creek in February. Some places in Sauk
County are having elections. Reedsburg School District and Sauk-Prairie
School District.
______3. Checks need to be written to the schools (5) by February 15th of the tax
money paid in January. Sheila needs checks to settle with the county for the
county and state and the dogs. Also checks need to be written for the DNR
money in lieu of taxes to MATC, River Valley, county and state.
______4. Sheila wants board to discuss raising mileage in Bear Creek to$ .55 to be in
line with other entities..
______5. Audit of the Clerk’s and Treasurer’s books for 2011 has to be set for
the March Town Board Meeting .

______7,. The Clerk is working on the Township Annual Report for 2011 and starting

Approve Minutes of December meeting of Town Board
MINUTES December 8, 2011 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Thursday December
8th, 2011 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by
Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs,
Treasurer; Tim McCluskey, Patrolman; Joe Bauer , and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was
made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff
Scallon , 2nd, and carried.
Road work being done was discussed. Sand, salt,etc. ordered for the winter season.
The levies were all in the township for the schools and the taxes were at the county
after Thanksgiving to be run.The clerk needs to complete the tax roll book, complete the
Statement of Taxes before the 3rd Monday in December, and complete the levy report for
the Department of Natural Resources so we get the “In Lieu of Taxes” money.
. The January meeting will be January 5,2012 at 8:00 P.M. at the Bear Creek Town
Hall.
Pay for meetings is $35.00 per meeting. Chairman salary of $2,000.00 per year.
Supervisor 1 and Building Inspector salary is $1,800.00. Supervisor 2 salary is $1,600.00
per year.
A sheet was completed on the school levies, news of upcoming events in the township
and copies to go out with the taxes. Also the new recycling sheet for 2012. This was the
Spring Newsletter and sent out with the taxes.
Lottery credit and First Dollar sheets were run for the board.
Motion was made by Jeff Scallon , 2nd , and carried to close the Township books as
of December 31,2011 for 2011.
The tobacco selling permit papers were completed and sent to the state. Even if we
have no permits out.
A resolution was passed on staying within the state levy limit. Made by Jeff, 2nd,
and carried.
A resolution on our recycling program was signed and sent to the state for their
records.
The ballots were ordered for the February 21st election and the April 3rd election.
Clerk to have the W-2s ready by the next meeting . Also new binders for the board
for 2012
The patrolman was given a Holiday Bonus.
The election board was approved for the next 2 years. members attended a training
from the state in Richland Center each getting 1.5 hours of official training..
The patrolman is to be paid 1/2 of his insurance in January and 1/2 in July of
amounts of $1,290.00 each time.
Joe Bauer was present with concerns of the line of ownership between his property
and that of Dan Reutten. Board to keep an eye on this and Bauer to report any more
problems.
Bills were paid as presented and approved by the board.
Motion was made at 9:15 P.M. by Sheila Tafs to adjourn the meeting, 2nd and
carried. Chairman McCluskey adjourned the meeting.
