Sauk County Hazardous Waste Clean Sweep June 4,2011

Attention;
There will be a hazardous waste clean sweep to properly dispose of hazardous wastes on Saturday June 4,2011 at the Sauk County Landfill at E8795B Evergreen Lane , Baraboo,Wisconsin from 8:30 A.M. until Noon..
There will be FREE disposal of lead based and latex paints; waste motor oil and oil filters; unused pesticides; batteries; light bulbs; and other solvents. (A list is available at the Town Hall ot information from any town board member.)

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Town of Bear Creek held its regular monthly meeting Tuesday February 1st, 2011 at the Bear Creek Town Hall, with the meeting called to order at 6:00 P. M. by Chairman Marty McCluskey. (Called early due to bad storm in the area. Blizzard conditions.)
Present included :Harold Emerson and Jeffrey Scallon, Supervisors, Sheila Tafs , treasurer; Tim McCluskey, Patrolman, Dan Fargen , and Eileen Eberle, Clerk.
Minutes were presented by the Clerk. Motion to approve as presented by Harold Emerson, 2nd, and carried.
Treasurer’s report was presented by the Treasurer. Motion to approve as presented by Jeffrey Scallon, 2nd, and carried.
Roads were discussed concerning salt and sand. Regular winter roads.
Spring Primary Election to be Tuesday February 15th. We will use a 3 person board .. Was published and posted. There was a training session for the election board on Saturday February 12th at the Town Hall.
Checks are to go to the schools on February 20th of the monies paid in January. Sheila needed a check to pay the dogs dues.

The Clerk’s and the Treasurer’s books for 2010 are to be audited at the March 1,2011 meeting due ..Time of meeting is 7:30 P.M.
The Clerk is working on the Township Annual Report and these will be mailed to the residents after the books have been audited. She is also working on the Form C Report for the state. This is due March 31st.
The area District’s Town’s Association meetings are to be held and Bear Creek is having 5 attend on March 5th at Wisconsin Dells..
Harold met with the assessor on new construction in Bear Creek .
The tobacco report was completed and mailed.
Dan Fargen was present to request having ATV rides in the Township using the roads as part of the trail. Marty to check about insurance and police approval. Letter to be signed by the board and on the March agenda. Adding more mileage to the trail ride.
All board members were nominated to their respective offices at the January Caucus and will be on the ballots in April..
Bills were paid as presented and approved by the board.
Motion to adjourn the meeting at 7:10 P.M. was made by Sheila Tafs , 2nd , and carried. Chairman McCluskey adjourned the meeting.

(We had one of the worst storms in our area in over 20 years and schools were all closed the next day. We did the business required and got all home safely. Reason for the emergency time of the meeting. The Chairman checked that all were home Safe.)

_______1. Town Audit of books of treasurer and clerk. 7:30 P.M. March 1,2011 by the
board.
_______2. Form C State report due March 31st to State has to be completed and sent
by registered mail.
_______3. 2010 Township Annual Reports have been completed and run and to be
mailed to residents in March. Copies here tonight for the board.
_______4. The April 5th Spring General Election will need a 5 person board. Clerk
will meet with this group on Friday April 1st , 2011 to test the equipment
and make sure all is in readiness for this election. This will be at 8:30 A.M.
This needs to be published. Polls will be open from 7:00 A.M. to 8:00 P.M.
Article to be published at newspaper.
_______5. The Township will need to change its next meeting (April) as this is the same
as the election day.
_______6. The Town Annual Meeting has been set for Tuesday April 12,2011 at 8:00
P.M. at the Bear Creek Town Hall. Needs an agenda and published.
_______7. Dan Fargen is on the agenda concerning having an ATV trail ride 2 times in
2011 using the road in Bear Creek on part of the ride. Papers of approval need to
be signed. Chairman to look into liability of Township. Adding a longer route.
_______8. A time needs to be set for the Board to Review the Roads in April before the
Town Annual Meeting.
_______9.Brent Winkers is on the agenda concerning a certified survey map of his
property division. This needs to go to the Planning Commission before going to
our board.
_______10. The PILT money was distributed to the schools and county..
_______11. Housing report to the state needs to be completed. Clerk to get information
from the building inspector, Harold Emerson.
_______12. Fire Audit forms need to be filled out by the clerk and sent to the 2 chiefs
and forwarded to the state for the 2% fire dues.. The fire chiefs need to do this.
_______13 Recycling sheets are available for residents who don’t get tax bills. Several
have made requests.
_______14.The checks were written for the schools and mailed out by February 20th.
This is the money collected in January for the schools.
_______15. Eileen attended the District Clerk’s training meeting in Monona on
February 23rd.
_______16..Several people are looking at the winery on Strang Hollow Road. Clerk filled
out 2 reports to title holder companies. A couple from England called about
services in our area.
_______17. Town Board to attend District Town’s Association meetings at
Wisconsin Dells March 5th. These start at 8:00 A.M.. Speakers start at 8:45
A.M.
_______18. All bids for construction now need to include prevailing wages for our
area. Board will be instructed on this at the area Town’s Association
meetings.
_______19. The Spring Primary was held February 15th and there were 37 voters.
_______20. .The Emergency Management Program forms need to be completed and
returned to the county.
_______21. . Any other business to come before the board.

Regular meeting moved up 2 hours February 1,2011

With the national news and weather service quoting blizzard conditions for our area ,an emergency meeting time was called by the Bear Creek Town Board for 6:00 P.M. instead of 8:00 P.M. on February 1st.
The roads and weather were at blizzaed conditions, the meeting adjourned at 7:10 and all members of the board got home safely,with the men checking that each got home safe. All business before the board and on the agenda was completed.
All schools and most businesses were closed the next day and our area got about 12 inches of snow and gusts of wind at 40 miles per hour. Really an old-fashioned winter weather with about 12 below zero today and most schools on a 2 hour delay. Stay warm and safe.

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
Tuesday January 4, 2011 8:00 P.M. Bear Creek Town Hall
The Town Board of the Township of Bear Creek held its regular
monthly meeting Tuesday January 4, 2011 at the Bear Creek Town
Hall with the meeting called to order at 8:00 P.M. by Chairman
Marty McCluskey.
Present included Harold Emerson and Jeff Scallon , Supervisors;
Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle,Clerk.
Minutes to the last meeting were read by the clerk. Motion to approve as read was made by Harold Emerson, 2nd, and carried.
The treasurer’s report was presented by the treasurer. Motion to
approve as presented was made by Jeff Scallon , 2nd, and carried.
The early paid taxes amounts need to go to the schools , state,
and county needs their monies from this by January 15th, with these checks needing to be made out and sent by that time.
New budget for 2011 was completed and placed in the computer.
The 1099’s were mailed to our businesses.
A set of statute books was obtained and given to the chairman.
Quarterly reports were due at this time. W-2’s were completed and
distributed to the board. Federal and State Reconciliation’s were completed, and the W-3 report.
Taxes for 2010 are being collected by the treasurer. New recycling
sheets are here for 2011 and distributed by Sheila when collecting taxes.
New record books for the board’s 2011 records were completed by the clerk and distributed to the board.
The Township Audit of the books of the Clerk and Treasurer needs to be set.
Ross and Teresa Halverson were present for a permit to start a rug hooking business in the town. Permit was issued.
Assessor was in the township to update the town for 2011.
The Town Board was paid for the 4th quarter of 2010 at this
meeting.
The township has the sand for the winter.
An election survey came from the state and was completed by the
clerk,and returned to the state.
The Wisconsin Clerk’s Association dues were paid in the amount of
$45.00.
Clerk to compile the retirement figures for 2010 and get to the treasurer , so they can be done electronically.
Supervisor Harold Emerson fell and broke his hip and is coming great
An updated Quick Books program needs to be ordered for 2011. This will be for the payroll program..
The DNR report was completed and sent to the state of the levies and the mill rates. This gets us our reimbursement from the DNR.
The Statement of Taxes was completed and sent to the county and state. Also the Certification of the tax book completed and sent to the county and the book given to the treasurer.
Next meeting of the Town Board will be Tuesday February 1st,2011 at 8:00 P.M.
The board needs to be registered for the District Town’s Association
meetings for the spring Town’s Association meetings. The board will go to Wisconsin Dells in March .
The web site for Bear Creek is up and running. The address is
http://townofbearcreek.blogspot.com.It runs for free and was put together by Mike Eberle. It has the agendas. minutes, notices, etc. for information to the town residents..
The bills were paid as presented and approved by the board. The
schools will be paid on January 15th with the early paid tax money due them.

______1. Discussion of the roads. Use of salt,sand,etc. Bad winter weather conditions.
______2. Spring Primary Election to be held Tuesday February 15th from 7:00 A.M. to
8:00 P.M. at the Bear Creek Town Hall..Will need to use a 3 person board. Will
publish and have the public testing of the voting machines on Saturday
February 12th at 8:30 A.M..
______3. Checks need to be written to the schools (5) by February 15th of the tax
money paid in January. Sheila needs checks to settle with the county for the
county and state and the dogs. Also checks need to be written for the DNR
money in lieu of taxes to MATC, River Valley, county and state.
______4. Dan Fargen requests being on the agenda for trail rides for 2011..
______5. Audit of the Clerk’s and Treasurer’s books for 2010 has to be set for
the March Town Board Meeting .
______6. The board needs to register for the Wisconsin Town’s Association meeting
March 5th at the Dells...
______7,. The Clerk is working on the Township Annual Report for 2010 and starting
the State Form C State Report that is due March 1,2011. We can distribute
the Township Annual Reports in March.
______8. Ballots are not in the township as of January 25th. Should be here..
______9..The April 5th meeting of the Town Board will have to be changed due to the
Spring General Election being on that day.
______10.Following the Caucus, all of the current board members will be on the April
5th ballot for their respective offices. .
______11. The 2010 Quick Books payroll program needs to be ordered this spring..
______12. The Clerk will attend the Spring meeting of the Wisconsin Clerk’s
Association in Monona Wednesday February 23rd..
______13.The Township has to register with the state at a cost of $10.00.

MINUTES December 7, 2010 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Tuesday December 7th, 2010 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed. Sand, salt,etc. ordered for the winter season.
The levies were all in the township for the schools and the taxes were at the county after Thanksgiving to be run.The clerk needs to complete the tax roll book, complete the Statement of Taxes before the 3rd Monday in December, and complete the levy report for the Department of Natural Resources so we get the "In Lieu of Taxes" money.
The Caucus will be held Tuesday January 4th at 7:30 P.M. at the Bear Creek Town Hall for placing names on the April ballot for board positions for the next 2 years.
The December town board meeting was held December 7th, 2010. The January meeting will be January 4,2011 at 8:00 P.M. at the Bear Creek Town Hall.
Pay for meetings is $35.00 per meeting. Chairman salary of $2,000.00 per year. Supervisor 1 and Building Inspector salary is $1,800.00. Supervisor 2 salary is $1,600.00 per year.
A sheet was completed on the school levies, news of upcoming events in the township and copies to go out with the taxes. Also the new recycling sheet for 2011. This was the Spring Newsletter and sent out with the taxes.
Lottery credit and First Dollar sheets were run for the board.
Motion was made by Jeff Scallons , 2nd to close the Township books as of December 31,2010 for 2010.
The tobacco selling permit papers were completed and sent to the state. Even if we have no permits out.
Scott bill in the amount of $98,494.00 was paid. Also the Capitol City bill of $446.23.
Clerk to have the W-2s ready by the next meeting . Also new binders for the board for 2011.
Bills were paid as presented and approved by the board.
Motion was made at 9:03 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting.

New business
______1. New budget for the year 2011 has been put into the computer. The updated
payroll figures for 2011 have been completed in the records. Social Security and
Medicare figures, plus some federal figures are new. State of Wisconsin stays the
same.
______2. The 1099s will be mailed out to the businesses we work with in Bear Creek.
______3. Clerk to compile figures for the retirement and get to the treasurer as this
is done elctronically now..
______4. Meetings for the Township are $35.00 per meeting as of January 1, 2009.
______5. Quarterly reports are due for completion at this time. Also, the Federal and
State Reconciliation reports to IRS and State of Wisconsin. Clerk to complete
these. W-3 completed for Federal.
______6. Taxes for 2010 are being collected by the treasurer. New recycling sheets
are available at the Town Hall for 2011. Also the Spring Newsletter.
______7. W-2s were completed by the clerk for the board and distributed at the January
2011 meeting. The Town Board is to be paid at this meeting
______8, Highway Aid amounts in 2011 are $92,745.77. $24,186.44 is coming to Bear
Creek on January 4,2011..
______9. New Record Books for the Board were completed by the clerk for 2011.
These are to be distributed at the January meeting.
_______10. The Wisconsin Clerk’s Association dues are due now for $45.00..
_______11. Township Audit of Books of the Treasurer and Clerk needs to be set. Was
at March meeting last year. Clerk doesn’t have the December bank statement
or the numbers in the account register of early paid taxes as yet.
______12 Supervisor Harold Emerson fell and broke his hip and is on the mend.
Flowers sent by the town.
______13. An updated Quik Books program will need to be ordered for the township
records..This will include the payroll program and update Quick Books to 2011.
______14. The web site for the Town of Bear Creek is up and running. The address
is http://townofbearcreek.blogspot.com Many nice comments on this.
______15.Ross and Teresa Halverson want on the agenda for a bed and breakfast permit
form to be issued by the township..
______16 An election survey came from the state on the last election and this is to be
completed by the clerk and returned to the Federal Election Board. 24 page
report. The number of ballots were ordered for the 2 elections on 2011.
______17. The DNR report of the tax levies was completed and sent. This determines the
amounts of DNR in lieu of taxes.
______18. The Statement of Taxes was completed and sent to the state and county. The
Certification of the taxes was completed and the tax book gotten to the
treasurer.
______19. The assessor was in the township updating the figures for 2011.
______20. Any other business to come before the board and pertinent to the town board
meetings.
