Approved January 2013 minutes ot Town Board

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK Tuesday January 8, 2013 8:00 P.M. Bear Creek Town Hall The Town Board of the Township of Bear Creek held its regular monthly meeting Tuesday January 8, 2013 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included Harold Emerson and Jeff Scallon , Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle,Clerk. Minutes to the last meeting were read by the clerk. Motion to approve as read was made by Harold Emerson, 2nd, and carried. The treasurer’s report was presented by the treasurer. Motion to approve as presented was made by Jeff Scallon , 2nd, and carried. The early paid taxes amounts need to go to the schools , state, and county needs their monies from this by January 15th, with these checks needing to be made out and sent by that time. New budget for 2013 was completed and placed in the computer. The 1099’s were mailed to our businesses. Quarterly reports were due at this time. W-2’s were completed and distributed to the board. Federal and State Reconciliation’s were completed, and the W-3 report. Taxes for 2012 are being collected by the treasurer. New recycling sheets are here for 2013 and distributed by Sheila when collecting taxes. New record books for the board’s 2013 records were completed by the clerk and distributed to the board. The Township Audit of the books of the Clerk and Treasurer needs to be set and was set for the March meeting of the board.Was selected to do at the February meeting as both the Clerk and Treasurer are ready for the audit.. Assessor was to come in the township to update the town for 2013. The Town Board was paid for the 4th quarter of 2011 at this meeting. The township has the sand for the winter. An election survey came from the state and was completed by the clerk,and returned to the state. The Wisconsin Clerk’s Association dues were paid in the amount of $50.00. Clerk to compile the retirement figures for 2012 and get to the treasurer , so they can be done electronically. An updated Quick Books program needs to be ordered for 2013. This will be for the payroll program.. Board to keep the same Planning Commission for the next 2 years. The DNR report was completed and sent to the state of the levies and the mill rates. This gets us our reimbursement from the DNR. The Statement of Taxes was completed and sent to the county , treasurer , and state. Also the Certification of the tax book completed and sent to the county and the book given to the treasurer. Next meeting of the Town Board will be Tuesday February 5th,2013 at 7:30 P.M. The board to do the Town Audit of the Clerk’s and Treasurer’s records and the regular monthly meeting to follow this Audit. The Board needs to be registered for the District Town’s Association meetings for the spring Town’s Association meetings. Some of the board will go to Mineral Point on February 22nd and some will go to DeForest on January 26th. The web site for Bear Creek is up and running. The address is http://townofbearcreek.blogspot.com.It runs for free and was put together by Mike Eberle. It has the agendas. minutes, notices, etc. for information to the town residents.. The Clerk is recertified by the State in completing the training and being registered to legally handle the elections for the next 2 years.There will be an election on February 19th and we will use a 3 person election board. The bills were paid as presented and approved by the board. The schools will be paid on January 15th with the early paid tax money due them. Motion to adjourn the meeting was made by at 8:45 P.M.by Sheila Tafs, 2nd, , and carried. Chairman McCluskey adjourned the meeting. AGENDA FOR REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK March 5,2013 8:00 P.M. Call meeting to order Roll call Minutes to last meeting Treasurer’s report _______1. The Spring Primary Election was held February 19th and we used a 3 person board. We had 46 voters. 11% of registered voters. It was a cold, windy,snowy day. _______2. Form C State report due March 31st to State has to be completed and sent by registered mail. _______3. Township Annual Reports have been completed , run ,and mailed to residents in February . Extra copies here if needed. _______4. The April 2nd Spring General Election will need a 5 person board. Clerk will meet with this group on Friday March 29, 2013 to test the equipment and make sure all is in readiness for this election and board is aware of new rules at the polls.. This will be at 8:30 A.M. This needs to be published. Polls will be open from 7:00 A.M. to 8:00 P.M. Article to be published at newspaper. Board on the ballot for this election. _______5. The Township needs to set the April meeting as the election is on the meeting date. _______6. The Town Annual Meeting has been set for Tuesday April 16,2013 at 8:00 P.M. at the Bear Creek Town Hall. Needs an agenda and published. _______7. The FICA paid by employees is changing to 6.2% as it was before the saving change _______8. A time needs to be set for the Board to Review the Roads in April before the Town Annual Meeting. _______9..The Recycling Report for 2012 needs to be completed online and submitted to the state by April 30th. _______10. The PILT money was distributed to the schools and county..Sorry,the figures weren’t here at the last meeting and due in 6 days from getting the letter. _______11. Housing report to the state needs to be completed. Harold to see about this. _______12. Fire Audit forms were filled out by the clerk and sent to the 2 chiefs and they completed their sections. We are certified at the state with both fire-departments. This is the 2% fire dues application. _______13 Recycling sheets are available for residents who don’t get tax bills. Several have made requests. _______14.The checks were written for the schools and mailed out by February 20th. This is the money collected in January for the schools. _______15. The Water Testing Program in Bear Creek was very well received. 29 people tested their water and many,many favorable comments on this service being provided to the residents. The follow up meeting is March 18th in Plain . Thank you to all members of the board in assisting at their appointed times of working to make this a success.. _______16..Bear Creek no longer has a fire warden.Burning permits need to be gotten at area gas stations.. _______17. Town Board attended the District Town’s Association meetings at DeForest and Mineral Point. Eileen didn’t make it, but her cost is being returned to Bear Creek, as the roads were so bad... _______18. A report had to be filed on the overseas and military voters. The ballots need to get here soon to get them returned in time. _______19. River Valley Schools is having a meeting February 28th for a Community in the Valley Program. Area Clerks of Townships and Village Presidents have been invited..Time is noon at The Shed. _______20. Approved minutes to December meeting of Bear Creek Township

MINUTES December 4, 2012 TOWN OF BEAR CREEK REGULAR MEETING The Township of Bear Creek held its regular monthly meeting Tuesday December 4th, 2012 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Sheriff Chip Meister , and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed. Sand, salt,etc. ordered for the winter season. The levies were all in the township for the schools and the taxes were at the county after Thanksgiving to be run.The clerk needs to complete the tax roll book, complete the Statement of Taxes before the 3rd Monday in December, and complete the levy report for the Department of Natural Resources so we get the “In Lieu of Taxes” money. . The 2013 Caucus for Bear Creek will be January 8,2013 at 7:30 P.M. at the Bear Creek Town Hall.This is being held to nominate people to be on the April ballot for the Town Board offices and these will be for terms of 2 years.The regular monthly meeting will be held immediately following the Caucus. Pay for meetings is $35.00 per meeting. Chairman salary of $2,000.00 per year. Supervisor 1 and Building Inspector salary is $1,800.00. Supervisor 2 salary is $1,600.00 per year. A sheet was completed on the school levies, news of upcoming events in the township and copies to go out with the taxes. Also the new recycling sheet for 2013. This was the Spring Newsletter and sent out with the taxes. Lottery credit and First Dollar sheets were run for the board. Motion was made by Jeff Scallon , 2nd , and carried to close the Township books as of December 31,2012 for 2012. The tobacco selling permit papers were completed and sent to the state. Even if we have no permits out. There is a problem with a culvert near Jerry Nachreiners and patrolman to get the county to help with the fixing of this problem.. The ballots were ordered for the February 19th election and the April 2nd election. Clerk to have the W-2s ready by the next meeting . Also new binders for the board for 2013 The patrolman was given a Holiday Bonus. The election board was approved for the next 2 years. members attended a training and Judy and Eileen completed the state audit in Baraboo of our election machines and they worked very well. The patrolman is to be paid 1/2 of his insurance in January and 1/2 in July of amounts of $1,290.00 each time. The county sheriff was present to see how things were in our area of the county. He told of activities in Wisconsin Dells and near Plain on drugs and theft. It was good to have him here and for the board to be able to voice any concerns we had of patrols, etc. $20,000.00 was moved from the regular account into the machinery account as budgeted for the year. Motion made to do this by Jeff Scallon, 2nd, and carried. Treasurer moved this at the bank. Bills were paid as presented and approved by the board. Motion was made at 9:20 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting. AGENDA FOR REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK Tuesday February 5, 2013 8:00 P.M. at Bear Creek Town Hall Audit of Clerk’s and Treasurer’s Books for 2012 at 7:30 P.M. ______1. Discussion of the roads. Use of salt,sand,etc. Bad winter weather conditions. ______2. There will be an election Tuesday February 19,2013.We will use a 3 person election board as there is onlt 1 office to vote on.. ______3. Checks need to be written to the schools (5) by February 15th of the tax money paid in January. Sheila needs checks to settle with the county for the county and state and the dogs. Also checks need to be written for the DNR money in lieu of taxes to MATC, River Valley, county and state. ______4. The meetings are going on with the Town’s Association meetings in DeForest and Mineral Point for our members.. ______5. Audit of the Clerk’s and Treasurer’s books for 2012 was done this month as the books are ready and the water testing sheets will be included with the 2012 Financial reports in February this year. . ______6..Military and overseas voters have been contacted for application for ballots.. ______7,. The Clerk is working on the Township Annual Report for 2012 and starting the State Form C State Report that is due March 1,2013. We can distribute the Township Annual Reports in February. ______8. The Planning Commission will be starting their 2nd year of their 2 year terms. . ______9..The April 2nd meeting of the Town Board will have to be changed due to the Spring General Election being on that day. ______10.1099 forms were mailed out in January. . ______11. The 2013 Quick Books payroll program needs to be ordered this spring.. ______12. The news paper will be contacting the board members on a news article she will be doing on the spring township elections. ______13.The Township has to register with the state at a cost of $10.00. ______14.We are paying the State and Federal monthly deposits for withholding online..Also the retirement amounts are online. State retirement and State reconciliation done on line. ______15 The water testing program needs to be discussed and our responsibility in February. ______16. The Recycling Report for 2012 to be completed and will be on the computer by February 1st. The Clerk to complete this report online. ______17. The Statement of Taxes was completed and copies sent to the state, county, and treasurer. Delayed because of the state not getting the numbers to the clerks. ______18. The March meeting will be Tuesday March 5,2013 . ______19.
