The Bob Brice Family will be moving from Bear Creek and Lucille is on the election board. New members will have to be gotten for this board. ______7..The November meeting needs to be set as the election is on the regular night. Could it start at 8:15 P.M. as there will be a small vote? ______8. Town Board to be paid at this meeting. ______9. There is an election of the Ithaca residents on November 5, 2013 of a referendum. We will use a 3 person board of Phyllis, Judy, and Ken. Being published. Ithaca will pay for all of the costs, as there is no regular election...Published and getting ready for this election.. ______10. Quarterly reports are due at this time to state and federal. ______11. The recycling grant application was completed on the computer for 2014 by the clerk. We were notified of its completion correctly completed. ______12. Housing report should be here and to be given to Harold. ______13. There is a clean sweep in Sauk County Saturday October 5th. ______14. 2nd half of insurance is due in November. ______15. The bill came for the 2nd half of the fire department for Plain. We have always paid this in November. So we kept it for November. ______16. Approved Minutes to August Meeting of Bear Creek Town Board

MINUTES TO REGULAR MONTHLY MEETING OF BEAR CREEK TOWNSHIP August 6, 2013 The Township of Bear Creek held its regular monthly meeting Tuesday August 6, 2013 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed. . . The State School Credit was received and credited to our account at Sauk County.. The Insurance Audit was completed and sent.. Final values for assessment in Bear Creek is $ 57,114,700.00 for 2013. Consumer’s Co-op sent contract on the amount of billings of propane for the winter season. Marty has the contract. Was signed and returned. Signed contract back in township. Copies for the board. Contracted for 2500 gallons. St. Patrick’s got a 1 day beer serving license for their September 15th gathering. The September meeting was set for September 3, 2013 on Tuesday evening. The recycling Grant for 2013 needs to be completed and sent in. It is in the computer State Shared Revenue is to come this month. The chairman put together the figures for the bridge program . The clerk’s new email is eberlelue@gmail.com The Quarterly reports were completed and sent. The 2% fire bills came and sent to the 2 fire departments. A driveway survey came concerning property of Dedericks and this was forwarded to the Planning and Zoning Commission.It was approved and Marty signed the papers and sent them to the county. Bills were paid as presented and approved by the board. Motion was made at 9:18 P.M. by Jeff Scallon to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting. Roads being done in the township for 2012. Discussion. ______2. The assessment report came and copies made for the board. ______3.There will be an election in Bear Creek on November 5th for Ithaca residents. We will use a 3 person election board . Ballots to be printed by Ithaca and they pay all of our expenses , when they get the bill from us. ______4.The budget needs to be started in October for 2014. ______5. The State Road report comes at this time and needs to be completed for funds for roads. This is sent to the Chairman. ______6.The County Directories will no longer be printed by the county. They are on the computer and available to the residents. ______7. The Recycling Grant papers for 2013 are on the computer. They need to be run off and filled out and sent to the state and district by October 1, 2013. Clerk to complete these and send to respective departments.. ______8. The current population for the township is 598. This is up almost 100 people from the 2 000 census report.. ______9. The Rural Mutual Insurance Audit was completed and sent . ______10.The clerk purchased a new computer for her home and has to start using Microsoft Word, instead of Works as in the past. ______11.A proof petition list for Managed Forest Land for 2013 is here and copies run for the board. ______12. .The dog list is to be completed for the year and sent to the county by the treasurer. ______13.The equalized values comes for 2013 and the Clerk will run copies for the board. ______14. Sauk County Plat Books are available at the county ... ______15 .The clerk issued Ken Blum a key to the town hall so he could get in to work on the voting equipment when needed. ______16. All to be returned to the county for taxes.. ______3. St. Patrick’s Church applied for a Gathering License to serve beer for September 15th.. It is here at the Town Hall. Should I mail it or will you take it to the church? ______4. Roads being done in the township for 2013. Discussion. . ______5. The Chairman compiled papers and reports to get the funds for the culverts.etc. for the Trip Fund . ______6. The Alere bill came for $80.00 for the testing of drug program of the patrolman.. ______7. The Recycling Grant papers for 2013 are on the computer. They need to be run off and filled out and sent to the state and district by October 1, 2013. Clerk to complete these and send to perspective departments.. ______8. Sauk County is updating its programs with the parks . Wants to know of any area concerns. ______9. Addendum to June 4th meeting

Addendum to Regular meeting. Pam Liegel wishes to address the Bear Creek Town Board on concerns of ATV rides on Dawn Road. Complaints have come to the board on the fencing put in by Joe Bauer on his land and being taken out by Dan Reutten.Marty been informed on this. Several buildings were damaged in the recent storms. Much needed rain but many times high winds.c

AGENDA FOR REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK Tuesday June 4,2013 8:00 P.M. Board of Review or until adjournment. Meet and adjourn to July 2,2013 at 6:00 P.M. Call regular monthly meeting to order. Roll Call Minutes to last meeting Treasurer’s report Agenda: _______1. Discussion on road work for the summer. Mowing also being done. _______2. St.Patrick’s Church requested a 1 day license to sell beer. Dwayne Faber requested a 1 day license of a licensed bar tender. Marty approved. and these were issued for Saturday June 1st. _______3. The licenses for Drea’s Bar will be issued the end of June for next year. Clerk will publish notice in paper. _______4. Insurance Audit needs to be completed and sent during this month. This is for Workman’s Comp. and has to be all the wages for May to May , the insurance year. Getting much more precise. _______4. The election equipment warranty bill came in the amount of 166.90 and being paid at this meeting. _______5. Open Book is June 5th at the Town Hall from 4:00 P.M. to 7:00 P.M. Only the assessor needs to be present. _______6. A bill came from Sauk County Town’s Association for $50.00 . _______7. The propane contract for 2013-2014 winter season is here and to be signed and returned to the company.. We currently have 845 gallons credit at the company. _______8. The Ward Cemetery report to the county needs to be completed on the veteran and sent to the county. This is perpetual care of David Ward’s grave, provided by President Abraham Lincoln following those who gave their lives in the Civil War for the Freedoms in our country..Was Sheley contacted on the care of the Ward Cemetery for 2013? _______9. The Quick-Books program was put on the clerk’s credit card billing as May 30th . The cost is $399.60. . _______10. The date for the July meeting is July 2nd . It will. be completed at the time of the Board of Review or soon afterward.. _______11. Susan Vandergrift requested being removed from the election board list. Approved.. _______12. The sheet should come in the housing report for 2013 and the building inspector, Harold, is to complete this report. _______13. What is the check for Assessment Technologies? Is this an assessor license ? _______14. The mower payment of $9,524.64 is due at this time and being paid tonight. This is the final payment on equipment. . _______15. The assessor will have a bill for expenses. _______16. The tobacco report needs to be completed for the state, even if we have no sales. _______17. . Approved February 2013 minutes of Town of Bear Creek

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK Audit Meeting at 7:30 P.M. at the Town Hall The Town of Bear Creek Town Board audited the record books of their Clerk and Treasurer for 2012 at 7:30 P.M. at the Bear Creek Town Hall. The books were all approved and signed by the board. Present included Chairman Marty McCluskey, Supervisor 1 Harold Emerson, Supervisor 2 Jeff Scallon, Treasurer Sheila Tafs, Patrolman Tim McCluskey , and Clerk Eileen Eberle Immediately following the audit ,the Town of Bear Creek Town Board held its regular monthly meeting on Tuesday February 5th, 2013 at the Bear Creek Town Hall, with the meeting called to order at 8:00 P. M. by Chairman Marty McCluskey. Present included :Harold Emerson and Jeffrey Scallon, Supervisors, Sheila Tafs , treasurer; Tim McCluskey, Patrolman, and Eileen Eberle, Clerk. Minutes were read by the Clerk. Motion to approve as read by Harold Emerson, 2nd, and carried. Treasurer’s report was presented by the Treasurer. Motion to approve as presented by Jeffrey Scallon, 2nd, and carried. Roads were discussed concerning salt and sand. Regular winter roads. There will be a Spring Primary Election in Bear Creek on February 19,2013. We will use a 3 person election board, as there is only 1 position to be voted on. Phyllis, Judy, and Ken. Checks are to go to the schools on February 20th of the monies paid in January. Sheila needed a check to pay the dogs dues. . The Clerk’s and the Treasurer’s books for 2012 were audited . The Clerk completed the Township Annual Report and these will be mailed to the residents after the books have been audited. She is also working on the Form C Report for the state. This is due March 31st. The area District’s Town’s Association meetings are being held and Bear Creek is having 5 attend . Some to DeForest and some to Mineral Point.. Harold is to meet with the assessor on new construction in Bear Creek . The tobacco report was completed and mailed. The PILT checks were sent to River Valley, MATC, and Sauk County and the State. The April meeting needs to be set. Election on Tuesday April 2nd,2013. The 1099s were mailed out in January. The Recycling Report for Bear Creek for 2012 needs to be completed on the computer and submitted to the state. Statement of taxes was completed and sent to the county, state, and treasurer. The water testing program will be held February 15th and 16th and all board members taking a shift of the times. Sheila attended the Recycling Meeting in Baraboo given by the state. The March meeting was set for Tuesday March 5,2013 at 8:00 P.M. A request from the newspaper concerning information of the board ‘s reasons for running for office was denied . Bills were paid as presented and approved by the board. Motion to adjourn the meeting at 9:15 P.M. was made by Harold Emerson , 2nd , and carried. Chairman McCluskey adjourned the meeting. Approved Minutes to March 2013 Town Board Meeting

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK . The Town Board of the Township of Bear Creek held its regular monthly meeting at the Bear Creek Town Hall Tuesday evening March 5, 2013 with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; , and Eileen Eberle, Clerk. Minutes to the last meeting were read by the clerk. Motion to approve as read by Harold Emerson , seconded, and carried. Treasurer’s report was presented by the treasurer. Motion to approve as presented by Jeff Scallon , 2nd, and carried. The Form C State Report has been completed by the clerk and sent registered mail to the state. The Township Annual Report for 2012 has been completed by the clerk. These were run and sent to the residents in February. Treasurer ran the labels for these letters. The April 2nd General Election will need a 5 person election board. Clerk to put notice in the papers of the election and the testing of the equipment for election day.The testing will be Saturday March 30,2013 at 8:30 A.M. at the Town Hall.. The polls will be open from 7:00 A.M. to 8:00 P.M. on election day. Sample ballots in township The Township changed its April meeting to Tuesday April 9, 2013 at 8:00 P.M. This because of the election on Tuesday. This needs to be published. The Township Annual Meeting will be held Tuesday April 16 th at 8:00 P.M. at the Bear Creek Town Hall. This needs to be published in the paper . The board needs to review the roads before the Annual Meeting , if the weather permits this. This will be set at the April meeting . The state housing report needs to be completed and was given to Harold, the building inspector for the township. . Fire Audit forms were completed by the clerk and the fire chiefs so we get the fire dues. Voter registration forms are here and we will continue to complete these at the Spring Elections. We have 3 trained by the state for the election processes, Phyllis , Judy, and Eileen to be Chief Inspectors. Will get Lucille and Ken trained also in the next 2 years..Clerk is trained but doesn’t work at the elections as a poll worker , only in emergency... The PILT monies came for the area schools and county and were distributed.. Renewal of the Quick Books Payroll Program needs to be ordered in April or May. The District Town’s Association meetings were held with Marty, Harold, Sheila , and Jeff attending. .The schools were paid for their February payment by February 20th.. The FICA is 6.2 for employees and 6.2 for employers at this time. A resolution needs to be put in place to extend next year for board members as the Annual Meeting date was changed by the legislature. Town to do this at Annual Meeting. The Recycling report for 2012 has to be completed online by the clerk and submitted to the state. A report had to be completed for overseas and military voters. The water testing program was very well accepted and 29 people used this service . The meeting of explaining the results will be Monday March 18th at Plain. Each board member took a turn at assisting the residents in getting the testing completed. The clerk represented the town at the meeting in Spring Green on February 28th to put together a day in May to show the strengths of the businesses in River Valley area. More on this later. The Clerk’s and Treasurer’s bond at Statewide Services is due in the amount of $125.00. _______14.The Clerk mailed to the county the cards of voters coming for the records If you don’t vote in 4 years your name is removed from the poll list. _______15. Approved January 2013 minutes ot Town Board

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK Tuesday January 8, 2013 8:00 P.M. Bear Creek Town Hall The Town Board of the Township of Bear Creek held its regular monthly meeting Tuesday January 8, 2013 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included Harold Emerson and Jeff Scallon , Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle,Clerk. Minutes to the last meeting were read by the clerk. Motion to approve as read was made by Harold Emerson, 2nd, and carried. The treasurer’s report was presented by the treasurer. Motion to approve as presented was made by Jeff Scallon , 2nd, and carried. The early paid taxes amounts need to go to the schools , state, and county needs their monies from this by January 15th, with these checks needing to be made out and sent by that time. New budget for 2013 was completed and placed in the computer. The 1099’s were mailed to our businesses. Quarterly reports were due at this time. W-2’s were completed and distributed to the board. Federal and State Reconciliation’s were completed, and the W-3 report. Taxes for 2012 are being collected by the treasurer. New recycling sheets are here for 2013 and distributed by Sheila when collecting taxes. New record books for the board’s 2013 records were completed by the clerk and distributed to the board. The Township Audit of the books of the Clerk and Treasurer needs to be set and was set for the March meeting of the board.Was selected to do at the February meeting as both the Clerk and Treasurer are ready for the audit.. Assessor was to come in the township to update the town for 2013. The Town Board was paid for the 4th quarter of 2011 at this meeting. The township has the sand for the winter. An election survey came from the state and was completed by the clerk,and returned to the state. The Wisconsin Clerk’s Association dues were paid in the amount of $50.00. Clerk to compile the retirement figures for 2012 and get to the treasurer , so they can be done electronically. An updated Quick Books program needs to be ordered for 2013. This will be for the payroll program.. Board to keep the same Planning Commission for the next 2 years. The DNR report was completed and sent to the state of the levies and the mill rates. This gets us our reimbursement from the DNR. The Statement of Taxes was completed and sent to the county , treasurer , and state. Also the Certification of the tax book completed and sent to the county and the book given to the treasurer. Next meeting of the Town Board will be Tuesday February 5th,2013 at 7:30 P.M. The board to do the Town Audit of the Clerk’s and Treasurer’s records and the regular monthly meeting to follow this Audit. The Board needs to be registered for the District Town’s Association meetings for the spring Town’s Association meetings. Some of the board will go to Mineral Point on February 22nd and some will go to DeForest on January 26th. The web site for Bear Creek is up and running. The address is http://townofbearcreek.blogspot.com.It runs for free and was put together by Mike Eberle. It has the agendas. minutes, notices, etc. for information to the town residents.. The Clerk is recertified by the State in completing the training and being registered to legally handle the elections for the next 2 years.There will be an election on February 19th and we will use a 3 person election board. The bills were paid as presented and approved by the board. The schools will be paid on January 15th with the early paid tax money due them. The Spring Primary Election was held February 19th and we used a 3 person board. We had 46 voters. 11% of registered voters. It was a cold, windy,snowy day. _______2. Form C State report due March 31st to State has to be completed and sent by registered mail. _______3. Township Annual Reports have been completed , run ,and mailed to residents in February . Extra copies here if needed. _______4. The April 2nd Spring General Election will need a 5 person board. Clerk will meet with this group on Friday March 29, 2013 to test the equipment and make sure all is in readiness for this election and board is aware of new rules at the polls.. Needs an agenda and published. _______7. The FICA paid by employees is changing to 6.2% as it was before the saving change _______8. A time needs to be set for the Board to Review the Roads in April before the Town Annual Meeting. _______9..The Recycling Report for 2012 needs to be completed online and submitted to the state by April 30th. _______10. The PILT money was distributed to the schools and county..Sorry,the figures weren’t here at the last meeting and due in 6 days from getting the letter. _______11. Housing report to the state needs to be completed. Harold to see about this. _______12. Fire Audit forms were filled out by the clerk and sent to the 2 chiefs and they completed their sections. We are certified at the state with both fire-departments. This is the 2% fire dues application. _______13 Recycling sheets are available for residents who don’t get tax bills. Several have made requests. _______14.The checks were written for the schools and mailed out by February 20th. This is the money collected in January for the schools. _______15. The Water Testing Program in Bear Creek was very well received. 29 people tested their water and many,many favorable comments on this service being provided to the residents. The follow up meeting is March 18th in Plain . Thank you to all members of the board in assisting at their appointed times of working to make this a success.. _______16..Bear Creek no longer has a fire warden.Burning permits need to be gotten at area gas stations.. _______17. Town Board attended the District Town’s Association meetings at DeForest and Mineral Point. Eileen didn’t make it, but her cost is being returned to Bear Creek, as the roads were so bad... _______18. A report had to be filed on the overseas and military voters. The ballots need to get here soon to get them returned in time. _______19. River Valley Schools is having a meeting February 28th for a Community in the Valley Program. Area Clerks of Townships and Village Presidents have been invited..Time is noon at The Shed. _______20. Approved minutes to December meeting of Bear Creek Township

MINUTES December 4, 2012 TOWN OF BEAR CREEK REGULAR MEETING The Township of Bear Creek held its regular monthly meeting Tuesday December 4th, 2012 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Sheriff Chip Meister , and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed. Sand, salt,etc. ordered for the winter season. The levies were all in the township for the schools and the taxes were at the county after Thanksgiving to be run.The clerk needs to complete the tax roll book, complete the Statement of Taxes before the 3rd Monday in December, and complete the levy report for the Department of Natural Resources so we get the “In Lieu of Taxes” money. . The 2013 Caucus for Bear Creek will be January 8,2013 at 7:30 P.M. at the Bear Creek Town Hall.This is being held to nominate people to be on the April ballot for the Town Board offices and these will be for terms of 2 years.The regular monthly meeting will be held immediately following the Caucus. Pay for meetings is $35.00 per meeting. Chairman salary of $2,000.00 per year. Supervisor 1 and Building Inspector salary is $1,800.00. Supervisor 2 salary is $1,600.00 per year. A sheet was completed on the school levies, news of upcoming events in the township and copies to go out with the taxes. Also the new recycling sheet for 2013. This was the Spring Newsletter and sent out with the taxes. Lottery credit and First Dollar sheets were run for the board. Motion was made by Jeff Scallon , 2nd , and carried to close the Township books as of December 31,2012 for 2012. The tobacco selling permit papers were completed and sent to the state. Even if we have no permits out. There is a problem with a culvert near Jerry Nachreiners and patrolman to get the county to help with the fixing of this problem.. The ballots were ordered for the February 19th election and the April 2nd election. Clerk to have the W-2s ready by the next meeting . Also new binders for the board for 2013 The patrolman was given a Holiday Bonus. The election board was approved for the next 2 years. members attended a training and Judy and Eileen completed the state audit in Baraboo of our election machines and they worked very well. The patrolman is to be paid 1/2 of his insurance in January and 1/2 in July of amounts of $1,290.00 each time. The county sheriff was present to see how things were in our area of the county. He told of activities in Wisconsin Dells and near Plain on drugs and theft. It was good to have him here and for the board to be able to voice any concerns we had of patrols, etc. $20,000.00 was moved from the regular account into the machinery account as budgeted for the year. Motion made to do this by Jeff Scallon, 2nd, and carried. Treasurer moved this at the bank. Bills were paid as presented and approved by the board. Motion was made at 9:20 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting. Discussion of the roads. Use of salt,sand,etc. Bad winter weather conditions. ______2. There will be an election Tuesday February 19,2013.We will use a 3 person election board as there is onlt 1 office to vote on.. ______3. Checks need to be written to the schools (5) by February 15th of the tax money paid in January. Sheila needs checks to settle with the county for the county and state and the dogs. Also checks need to be written for the DNR money in lieu of taxes to MATC, River Valley, county and state. ______4. The meetings are going on with the Town’s Association meetings in DeForest and Mineral Point for our members.. ______5. Audit of the Clerk’s and Treasurer’s books for 2012 was done this month as the books are ready and the water testing sheets will be included with the 2012 Financial reports in February this year. . ______6..Military and overseas voters have been contacted for application for ballots.. ______7,. The Clerk is working on the Township Annual Report for 2012 and starting the State Form C State Report that is due March 1,2013. We can distribute the Township Annual Reports in February. ______8. The Planning Commission will be starting their 2nd year of their 2 year terms. . ______9..The April 2nd meeting of the Town Board will have to be changed due to the Spring General Election being on that day. ______10.1099 forms were mailed out in January. . ______11. The 2013 Quick Books payroll program needs to be ordered this spring.. ______12. The news paper will be contacting the board members on a news article she will be doing on the spring township elections. ______13.The Township has to register with the state at a cost of $10.00. ______14.We are paying the State and Federal monthly deposits for withholding online..Also the retirement amounts are online. State retirement and State reconciliation done on line. ______15 The water testing program needs to be discussed and our responsibility in February. ______16. The Recycling Report for 2012 to be completed and will be on the computer by February 1st. The Clerk to complete this report online. ______17. The Statement of Taxes was completed and copies sent to the state, county, and treasurer. Delayed because of the state not getting the numbers to the clerks. ______18. The March meeting will be Tuesday March 5,2013 . ______19.
