______1. New budget for the year 2011 has been put into the computer. The updated
payroll figures for 2011 have been completed in the records. Social Security and
Medicare figures, plus some federal figures are new. State of Wisconsin stays the
same.
______2. The 1099s will be mailed out to the businesses we work with in Bear Creek.
______3. Clerk to compile figures for the retirement and get to the treasurer as this
is done elctronically now..
______4. Meetings for the Township are $35.00 per meeting as of January 1, 2009.
______5. Quarterly reports are due for completion at this time. Also, the Federal and
State Reconciliation reports to IRS and State of Wisconsin. Clerk to complete
these. W-3 completed for Federal.
______6. Taxes for 2010 are being collected by the treasurer. New recycling sheets
are available at the Town Hall for 2011. Also the Spring Newsletter.
______7. W-2s were completed by the clerk for the board and distributed at the January
2011 meeting. The Town Board is to be paid at this meeting
______8, Highway Aid amounts in 2011 are $92,745.77. $24,186.44 is coming to Bear
Creek on January 4,2011..
______9. New Record Books for the Board were completed by the clerk for 2011.
These are to be distributed at the January meeting.
_______10. The Wisconsin Clerk’s Association dues are due now for $45.00..
_______11. Township Audit of Books of the Treasurer and Clerk needs to be set. Was
at March meeting last year. Clerk doesn’t have the December bank statement
or the numbers in the account register of early paid taxes as yet.
______12 Supervisor Harold Emerson fell and broke his hip and is on the mend.
Flowers sent by the town.
______13. An updated Quik Books program will need to be ordered for the township
records..This will include the payroll program and update Quick Books to 2011.
______14. The web site for the Town of Bear Creek is up and running. The address
is http://townofbearcreek.blogspot.com Many nice comments on this.
______15.Ross and Teresa Halverson want on the agenda for a bed and breakfast permit
form to be issued by the township..
______16 An election survey came from the state on the last election and this is to be
completed by the clerk and returned to the Federal Election Board. 24 page
report. The number of ballots were ordered for the 2 elections on 2011.
______17. The DNR report of the tax levies was completed and sent. This determines the
amounts of DNR in lieu of taxes.
______18. The Statement of Taxes was completed and sent to the state and county. The
Certification of the taxes was completed and the tax book gotten to the
treasurer.
______19. The assessor was in the township updating the figures for 2011.
______20. Any other business to come before the board and pertinent to the town board
meetings.

Taxes for 2010

Hello residents and landowners in Bear Creek Township,
The taxes for 2010 have been levied and you should receive these in the next few days.
Included with the taxes are the sheets for recycling for 2011 and a Spring Newsletter of informative information concerning our township.
If you need further information, please call any board member.
Have a Happy Holidays and stay warm. This is a real Wisconsin winter. Burr !!!!! But at least Wisconsin is going to the Rose Bowl.

MINUTES TO REGULAR MONTHLY MEETING OF BEAR CREEK TOWNSHIP
November 8,2010
MINUTES November 8, 2010 TOWN OF BEAR CREEK REGULAR MEETING
The meetings were called to order at 7:30 P.M. by Chairman Marty McCluskey.
Present included Harold Emerson and Jeff Scallon Supervisors; Sheila Tafs, Treasurer;Tim McCluskey,Patrolman; and Eileen Eberle , Clerk .
The Proposed Budget Meeting was held with discussion of the budget.
The Public Hearing of the Budget was held and any concerns of the budget were raised and defined and accepted.
The Adoption of the 2011 Budget Meeting was held and a motion made by Harold Emerson to adopt the budget which was carried and the budget was adopted. These meetings were published and posted.
Each meeting was called to order and adjourned.
The Township of Bear Creek then held its regular monthly meeting Monday November 8th, 2010 at the Bear Creek Town Hall with the meeting called to order following the budget meetings , by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed. Sand, salt,etc. ordered for the winter season.
The fall general election was held November 2nd The meeting date was changed due to the election.
The fire-departments were paid in November for their full levy for 2010. 50% to Plain and 25% to the Town of Washington..
The December town board meeting was set for December 7, 2010.
Rural Mutual Insurance was paid their 2nd half of their premium for 2010.
There was a levy limit from the state on the amount raised for Town Budget. We are within the limit.
Population of Bear Creek is 591 with approximate number of those of voting age of 428.
Town and Country Sanitation recycling sheets are here for 2010 and will be sent out with the taxes..
There will be 2 Elections in 2011.
The dog collection check came and this amount paid to the treasurer.
The check came for the Veteran’s Grave at the Ward Cemetery and was given to the treasurer. This was created by President Abraham Lincoln.
The salt contract came and was signed for this winter season..
Shelly Scallon was paid for her work at the Ward Cemetery.
Clerk is putting together a newsletter for the residents and had board make sure addresses,etc. were all correct. Needs the web site on it yet. These will go out with the taxes.
The levies are coming for the schools and the county for the taxes for this year and the school levies were given to the board.
The Caucus was set for Tuesday January 4th ,2011 at 7:30 P.M. at the Bear Creek Town Hall , followed by the monthly meeting.
Bills were paid as presented and approved by the board.
Motion was made at 9:05 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting.

______1. .Road work ,salt,sand, and bills for 2010 discussion...
______2.The new structures in the Township sheet is here and given to Harold..
______3. Numbers were not here for the 2010 levies of taxes until Friday afternoon
December 3rd. State school aid amounts and this is holding up all of the
taxes. Very late this year.
. Clerk to complete the forms in the tax roll book and fill in the statement of
taxes for the state. This is due the 3rd Monday in December to the
state. Treasurer to mail out the taxes and set the collection times for these.
Taxes were up for the township
______4. The Caucus was published and set for Tuesday January 4th at 7:30 P.M. The
regular monthly meeting will follow this Caucus.
______5.Clerk will have W-2s and Record books ready for board on January.
______6. .Refund came from IRS for $13.92 . Don’t know why, but we are putting it in
the bank. Given to Sheila.
______7. The patrolman is to be given a Christmas Bonus..
______8. Smart Growth members are to be paid at the January meeting for the 4th
quarter of 2010.
_____9. The ballots were ordered for the February 15th and the April 5th elections in
2011.
_____10. The sheet on the school levies, news for township has been completed and
will go out to the Township with the taxes. Also the 2011 sheets on recycling.
This is the Spring Newsletter. The web page address of :
townofbearcreek.blogspot.com is to be put on the sheet.
_____11. The DNR needs a report completed on the levies for each of the schools,
county, township, and state, as this is how they base their DNR in lieu of taxes.
We don’t get this break if the sheet isn’t completed.
_____12. We need to pay the $12,121.09 from Dan Ruetten property covered by
Sauk County to the state.
______13 The tax sheet for the state needed to be completed , signed, and sent to the
state.. That we stayed in compliance with the amount of our tax levy for the
township.
______14..The motion needs to be made to close the Township records as of December
31,2010 . This is a state law.
______15.The tobacco selling permit sheet for Bear Creek needs to be completed and
sent to the state..Even if we have no cigarettes being sold in the Township.
______16.The town has some vey big bills out yet for 2010. Bauer/Bindl and the roads.
The checkbook may not have the funds in the regular account to cover all of
this. The laptop bill isn’t in here , either...
______17.. Sauk County residents needing help with heat, repairs,, etc. have some
information sheets available at the town office.
______18. Garbage pick-up and recycling sheets are here.
______19.. Lottery Credit amounts and the new First Dollar amounts of credit are
here. Sheets run for the board.

Approved minutes to October Town Board Meeting

MINUTES October 5, 2010 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Tuesday October 5th, 2010 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by
Jeff Scallon , 2nd, and carried.
Road work being done was discussed. .
The recycling grant application for 2011 was completed by the clerk before October 1,2010.
The board was paid at this meeting.
The rest of the fire bills are due in November.
Quarterly reports are due at this time.
The November town board meeting was set for November 8, 2010 due to the election in the regular meeting day.
The budget was to be started and sheets were distributed to the board but a special meeting was called for Tuesday October 19th at 8:00 P.M. for putting together the budget proposals for the 2011 Budget.

.The Board will meet at 7:30 P.M. on November 8th for the Budget Proposal Meeting, followed by the Budget Hearing Meeting, followed by the Budget Adoption Meeting. Then the regular monthly meeting will be held.
2nd half of insurance is due in November.
The State Shared Revenue came .
A new encoader was ordered for the touch screen machine. We got a refurbished one as a new one was $600.00. The cost was $134.69
There is a Fall General Election on November 2,2010 and we are using a 5 member election board.
We had an overseas ballot and we got this out by the deadline of October 1st. This was to Steve Emerson.
Shelly Scallon needs to be paid for the care of the Ward Cemetery.

There will not be a Clerk’s and Treasurer’s meeting in Baraboo this year..
A thank you card was here from Emmogene Emerson to the board.
Bills were paid as presented and approved by the board.
Motion was made at 8:58 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting.

______6. The dog collections reimbursement. This is paid to Sheila for
collecting the dog taxes.A check to be paid to her tonight.

meeting. Plain 50% and Town of Washington 25%.
______8. Rural Mutual Insurance is to be paid in the amount of $4,250.00. which is
half of the yearly premium.
______9. The Clerk will attend a Clerk’s meeting November 19th in Highland..
_____10. The treasurer is getting $244.00 for stamps to mail out the taxes.
______11.A letter came on the amounts of raising the levy . 2010 is
3% higher. We got a sheet on this from the state and how to tabulate our
amounts. Any carryover can be used the next year. Just that strict records need
to be kept on these amounts. Sheet is here and to be filled out after the budget is
approved. Amount of allowable from the state is $272,836.00
_____12. .Final population of Bear Creek in 2010 is 591. We have 417 registered
voters..
_____13. The special assessment sheet needs to be filled out for the county. What
about the money that didn’t come in from last year. ??? Does this go back
on??? The Dan Reutten fine for the managed forest land.
______14. Check came for the Veteran’s grave at the Ward Cemetery. The amount of
$6.00. This is perpetual and provided by President Abraham Lincoln for those
who gave their lives for this nation.
______15. The December meeting will be December 7,2010 at 8:00 P.M. at the Town
Hall..

2011 Budget Meetings for Bear Creek

Notice of 2011 Budget Meetings for Bear Creek Township
Notice is hereby given of the Township of Bear Creek meetings for the 2011 Budget of the Township of Bear Creek. The budget is posted at the Town Hall and available for viewing from any board member.
The public meeting with the Bear Creek Town Board of the Proposed 2011 Budget Meeting for the Township will be held Monday November 8,2010 at the Bear Creek Town Hall at 7:30 P.M. At this meeting the Town Board will present their proposals for 2011.
Immediately following the Proposed 2011 Budget Meeting will be the Public Hearing of the 2011 Budget Proposals for Bear Creek. At this meeting all proposed amounts for each entity will be discussed and reviewed.
After the Public Hearing the Town Board of Bear Creek will adopt the 2011 Budget for the Township of Bear Creek at the 2011 Bear Creek Budget Adoption Meeting..
Following these Budget Meetings on Monday November 8,2010 the Regular Monthly Meeting of the Township of Bear Creek will be held.(Meeting date was changed due to the General Electuin in the regular meeting date.)

November Town Board Meeting is November 8,2010

The November meeting of the Bear Creek Town Board will be held Monday November 8th at 8:00 P.M. at the Bear Creek Town Hall. The meeting was changed due to the Fall General Election being held on November 2,2010.

MINUTES September 2010 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Tuesday September 7th, 2010 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Jeff Scallon, Supervisor; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk. Absent Harold Emerson
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Jeff Scallon , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed..Sealcoating and asphalt work were discussed and being done..
The recycling grant application for 2011 is to be completed by the clerk and sent in before October 1,2010..These done on the computer as of 2009 and submitted directly to the state. The Town receives confirmation of this being done.
The insurance audit was compiled, completed, and sent to the Rural Mutual
Insurance Company. We have to join Farm Bureau..
Stationery is here for doing town business..
The Fall Primary Election was held September 4th with 101 voters. We used a 5 person board and this was a party preference election.
St. Patrick’s Church requested a license for beer at their Fall Festival September 19th and it was issued.
The October town board meeting was set for October 5, 2010.
The State Road Report came and needed to be completed.
The finalized taxation report came after the August settlement.
The dog list to be completed by the treasure and sent to the county.
The equalized values came for 2010 and the clerk ran copies for the board.
The current population is 590 , up about 100 from 2000 census report.
The 2010 budget will be started in October. A special budget meeting will need to be set.
The managed forest land of 111 acres was added by Donald Nachreiner.
There will be a need to change the November meeting as there is a general election on that date..
Imogene Emerson , wife of board member Harold Emerson is having serious surgery this month and the board wishes her the very best, Board sent card and to get a flower soon as we can.

Motion was made at 8:40 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting.

______2. We needed a new encoder for the touch screen. Clerk ordered one that was
refurbished as the new one would be $600.00, Cost of the refurbished one is
$134.69.
______3. There is a General Fall Election November 2,2010. River Valley has a
referendum.We will have a 5 person board.
______4. The budget is to be started tonight for 2011 . The sheets will be
distributed and board to go over these.. A date needs to be set to make the
proposals for 2011. Edie Eberle was here in September to help set this up.

The Township of Bear Creek held its regular monthly meeting Tuesday August 3, 2010 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck, Joe Bauer, Pat Anderson and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed. Bids were opened on the asphalt work to be done on Bear Valley Road. Scott had the low bid and was offered the contract for this.
Joe Bauer was present concerning times of working the quarry and a letter composed by Ted Greenheck was signed by the board and to be presented to the county of these concerns.
The State School Credit was received and credited to our account at Sauk County..
A cable damage report was given to the insurance company.

______9. The Rural Mutual Insurance Audit was completed and sent. The cut cable
bill is being handled by the insurance company.
______10.The IRS says we have an overpayment of $13.75 for the last quarter..
______11. The managed forest land has 111 acres added from Donald Nachreiner..

treasurer.

The Township of Bear Creek held its regular monthly meeting Tuesday August 3, 2010 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck, Joe Bauer, Pat Anderson and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed. Bids were opened on the asphalt work to be done on Bear Valley Road. Scott had the low bid and was offered the contract for this.
Joe Bauer was present concerning times of working the quarry and a letter composed by Ted Greenheck was signed by the board and to be presented to the county of these concerns.
The State School Credit was received and credited to our account at Sauk County..
A cable damage report was given to the insurance company.

Approved July Minutes of Bear Creek 2010

MINUTES JULY 2010 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Tuesday July 6th, 2010 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck, Dan Fargen , Joe Bauer; and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by
Jeff Scallon , 2nd, and carried.
Road work being done was discussed..Culverts being put in and roadsides being mowed. Lake Road being done in conjunction with the Town of Franklin. Bauer doing the gravel . Scott doing the road work..
The Quarterly Reports are due at this time and to be completed in July by the Clerk..
The Town Board was paid at the July meeting.
The Assessor and the Clerk have work on the town records at the county office from the Board of Review . When finished these will then be forwarded to the state.
The Federal Insurance Audit has been completed for the IRS . .
Lawrence Drea’s licenses were issued and paid for the year 2010. 3 operator’s licenses. No cigarette license .
The State Fire Dues are coming in July. These are now used for equipment . 90% to be paid to Plain and 10% to be paid to Town of Washington.

Harold made the motion to approve the contract , 2nd and carried.The contract is in the amount of 2000 gallons. $3,098.00. With funds still available of $53.96 the actual check issued was $3,044.04..
The August meeting was set for August 3, 2010
Joe Bauer was present concerning restrictions on the quarry. Marty to look into this. A letter to be written to County Planning and Zoning of this concern.
Ted Greenheck was present concerning Matt Brickl’s driveway that has to be proven it is in the correct limit of elevation. Also for the wages to be presented for the Planning Commission Board.
Dan Fargen was present concerning the ATV ride on Bear Creek with one to be held September 11,2010 . Lunch to be served by St. Patrick’s Youth Group.
Board of Review was held on Thursday June 10,2010 from 6:00 P.M. to 8:00 P.M. or adjournment. There were no concerns.
The County sent their approval of trail rides for UTVs. Same as State rules.
The Chairman requested copies of improvement to road bills for filing for funds. .
2nd half of the real estate taxes are due as of July 31,2010.
Dan Fargen was sent a bill of $ 291.92 of the costs of the hearing meeting approval, meeting, and publishing of notices of the ATV rides in the Township.
A get well card was sent from the board to Emmogene Emerson, wife of Harold, who was ill.
A new phone was discussed for the patrolman. Marty to look into this. Also, the possibility of Internet at the Town Hall.
Bills were paid as presented and approved by the board.
Motion was made at 10:07 P.M. by Harold Emerson to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting.

` MINUTES JUNE 1, 2010
The Town Board of Bear Creek met at 7:30 P.M. June 1, 2010 for a Public Hearing on having 1 day ATV rides in Bear Creek. Present included Marty McCluskey, Harold Emerson, Jeff Scallon,Sheila Tafs, Don Fleming, Howard Marklein, Dan Fargen, Mary Fargen, Bid Thompson ,and Eileen Eberle.
Following discussion and no objections a motion was made by Hatold Emerson to approve the ordinance for the 1 day trail rides, it was 2nd, and carried. Copies to be sent to the Sheriff’s Department and the DNR. This will be in force 30 days after approval and posting of this ordinance.

Board of Review to be held Thursday June 10,2010 at the Town Hall from 6:00P.M. to 8:00 P.M. or adjournment.. Open Book was Thursday May 20th.
Drea’s Bar Licenses will be issued by the end of June for the coming year. Liquor and beer for $200.00. Operator’s licenses for $5.00 each.
The Ward Cemetery Report is to be completed and sent to the county.
The 2010 propane contract is here and Marty to talk to company...
The next town meeting is July ,2010.
The insurance audit to be completed and sent into the company.
.Dan Fargen was on the agenda concerning the ATV trail rides.
The Clerk attended the District’s Clerk’s meeting in Madison on May 20th.
Marty is looking into the fencing concern between Reed Horton and Frank Sandlin.
The Quick Books payroll program was paid for in May.
A letter of approval of the streambank project in Bear Creek was signed and sent to the Aldo Leopold Chapter of Trout Unlimited.
The retirement payments each month will be done electronically as of May 2010.
Matt Brickl’s driveway may be too steep for the firedepartment. Ted to check this.

Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck, Tom Gowle , Reed Horkan , Dan Fargen , and Eileen Eberle, Clerk.
The minutes to the last meeting were read by the clerk. Motion to approve was made by Harold Emerson, 2nd, and carried.
The treasurer’s report was presented by the treasurer. Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road bids were published in the paper.
Board of Review for 2010 will be held at the Town Hall on Thursday June 10,2010 at the Bear Creek Town Hall at 6:00 P.M. to 8:00 P.M. or until adjournment. Posted at the Town Hall and published in the paper.
First half of the Town Insurance was paid to Rural Mutual Insurance
Untaxed land report was sent directly to the assessor.
The Recycling Grants were completed and sent to the district and state.This is the compilation for the last year .
Fire bills were paid. 50% to Plain at this time. 75% to Town of Washington at this time.
Quick-Books program needs to be gotten for township for 2010.Will be billed on clerk’s credit card on May 30th.
Quarterly reports were completed and sent to state and federal offices.
Board proclaimed May 2nd through May 8th as Municipal Clerk’s Week.
Clerk’s and Treasurer’s Bonds were due to Statewide Services and paid.
Reed Horton was present concerning fencing between his land and a neighbor. He wants town to proceed with action against this neighbor to have a fence completed. Marty taking care of this.Sheila got the addresses for this from her records..
Dan Fargen was present to get a hearing on his proposed trail ride in Bear Creek. This has been posted, in the paper, and on the agenda for 7:30 P.M. on June 1st at the Town Hall.
Joe Bauer was on the agenda for a special exemption permit for his quarry in the township.
Open Book was to be held May 20th at the Town Hall from 3:00P.M. to 7:00P.M. Only the assessor needs to be present.
The Clerk is to attend the District Clerk’s meeting in Madison on May 20th.
Dan Reutten’s special taxes have not been paid and we had a letter from the state on this.

Township Annual meeting will be held Tuesday April 13 th . To discuss roads to complete and any other town business. A day April 12th was set to view the roads .
The Town Board was paid at this meeting. Meeting changed due to election on Tuesday at the Town Hall..
The Annual Financial Report was run and sent to residents in March. A newsletter was published and distributed at the election and at the Annual Meeting..
The State Form C was completed and sent to the state by registered letter by March 31,2010.
Lottery Credit checks are due. We only get ours from the county. The county mails out the others to the schools...
The Recycling Grant papers need to be completed by the clerk this month. These have to be retrieved online and sent to the district office before April 30, 2010..
Town Board was paid at this meeting.
Quarterly reports are due now.
Rural Mutual Insurance is due May 1,2010.
The Wisconsin Town’s Association dues are $364.40 and were paid at this meeting. List of Town Board sent to the Town’s Association and membership cards to be obtained.
Quik-Book payroll program to be sent for.
Jerry Wittmann was present for a survey on his land ...
Sandy Rott was present concerning water damage on her lawn from flooding. Board to look at this while viewing the roads.
Jeff Scallon and Dan Fargen were on the agenda with a Certified Survey Map and an exchange of land between the 2 parties. Motion to approve the exchange was made by Harold Emerson, Carried , and approved.
The Open Book for Bear Creek is set for May 20th at the Bear Creek Town Hall from 3:00 P.M. to 7:00 P.M. Assessor called and date set for Board of Review for June 10 th from 6:00 P.M. to 8:00 P.M. to adjournment.
The fire bills need to be paid in May. 1/2 to Plain and 3/4 to Town of Washington.
The poll lists have to be copied at the end of the election for each school district . This is 50 pages per district. New law. And there has to be attached a certificate from the clerk stating this is a copy of the Original list. New copier will be an asset.
Bills were paid as presented and approved by the board.
Motion to adjourn the meeting was made by 10:05 P..M. by Sheila Tafs, 2nd, and carried. Chairman McCluskey called for adjournment, it was 2nd, and carried. Meeting was adjourned.

Notice of Public Hearing in Town of Bear Creek
Notice is hereby given of a public hearing concerning one day ATV Trail Rides in the Township of Bear Creek These ATV rides will be 2 or 3 times a year, posted routes, and supervised rides following all of the rules of ATVs.
The public hearing will be held Tuesday June 1,2010 at the Bear Creek Town Hall at 7:30 P.M. Any further information can be obtained from any Town Board member and the postings at the Town Hall and the Plain Library.

payroll instead of Jerff’s name and didn’t notice the computer kicked out his
wages and only paid his mileage. This program has its own mind.

Approved minutes to March 2010 meeting of Town Board

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Town Board of the Town of Bear Creek held its Audit of the 2009 Clerk’s and Treasurer’s books at 7:30 P.M. at the Bear Creek Town Hall on Tuesday March 2, 2010. This meeting was called to order by Chairman Marty McCluskey.
Present included Harold Emerson and Jeff Scallon, Supervisors ;Sheila Tafs, Treasurer ; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Following the approval of the records, the Clerk’s and Treasurer’s records were signed by the board and recorded for 2009.
The Town Board of the Township of Bear Creek held its regular monthly meeting at the Bear Creek Town Hall Tuesday evening March 2, 2010 with the meeting called to order at 8:00P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck; Dan Fargen , and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the clerk. Motion to approve as read by Harold Emerson , seconded, and carried.
Treasurer’s report was presented by the treasurer. Motion to approve as presented by Jeff Scallon , 2nd, and carried.
The Form C State Report has been completed by the clerk and sent registered mail to the state.
The Township Annual Report for 2009 has been completed by the clerk. These were run and sent to the residents in March. Treasurer ran the labels for these letters.
The April 6th General Election will need a 5 person election board. Clerk to put notice in the papers of the election and the testing of the equipment for election day.The testing will be Saturday April 3rd at 8:00 A.M. at the Town Hall.. The polls will be open from 7:00 A.M. to 8:00 P.M. on election day.
The Township changed its April meeting to Thursday April 8, 2010 at 8:00 P.M. This because of the election on Tuesday. This needs to be published.
The Township Annual Meeting will be held Tuesday April 13 th at 8:00 P.M. at the Bear Creek Town Hall. This needs to be published in the paper .
The board needs to review the roads before the Annual Meeting , if the weather
permits this. This was set for April 12th at 9:00 A.M. .
Dan Fargen was on the agenda for a contract to be signed for the organized trail ride for 2 times in 2010 in Bear Creek. This was approved and signed by the board.
The state housing report needs to be completed and was given to Harold, the building inspector for the township. .
Jerry Whittmann was on the agenda to have his survey map at his residence approved. This is approved, but Jerry wasn’t present.
Fire Audit forms were completed by the clerk and the fire chiefs so we get the fire dues.
Voter registration forms are here and we will continue to complete these at the Spring Elections.
We have 3 trained by the state for the election processes, Phyllis , Judy, and Eileen to be Chief Inspectors. Will get Lucille and Ken trained also in the next 2 years..Clerk is trained but doesn’t work at the elections as a poll worker , only in emergency...
The PILT monies was distributed to the area schools and county..
The Planning Commission is meeting March 16th.
Renewal of the Quick Books Payroll Program needs to be ordered .
The District Town’s Association meetings were held with Eileen, Marty, Harold, Sheila , and Jeff attending.
.The schools were paid for their February payment by February 20th..
The Spring Primary was held February 16th and there were 41 voters.
Eileen attended the District Clerk’s meeting in Fitchburg and the election training in Baraboo
All bids on road projects have to be paid prevailing wages for given areas, a new state law.
Motion to adjourn the meeting was made at 9:17 P.M. by Shelia Tafs , 2nd by Harold , and carried. Chairman McCluskey adjourned the meeting.

of equipment was held Saturday April 3rd at the Town Hall. Checks for
this group to be signed tonight.
_______2. Township Annual 2010 Meeting will be held Tuesday April 13,2010 at the
Bear Creek Town Hall with the meeting to be called to order at 8:00 P.M. The
meeting will discuss the roads to be repaired in 2010 and any other business
pertinent to the meeting. This was published and posted.
_______3.A date was set for the board to view the roads for the spring of 2010,
with the patrolman.. This is April 12th ..
_______4. The Town Board is to be paid at this meeting.
_______5. Meeting changed to Thursday evening due to the election on Tuesday.
_______6. The Planning Commission meetings are continuing at the Town Hall
and Ted Greenheck is on the agenda with a Certified Survey Map for Jeff
Scallon and Dan Kast . Also Marty needs to sign the Certified Survey Original
Map of Jerry Whittman and this will finalize his survey map.
_______7. The Annual Financial Reports for the Township for 2009 were run and

April.The cost will be $239.00.

_______11. A claim was made on the insurance. Letter here for the board.
________12. The school districts have to be given a complete roll of the election to each
district. We have to run over 50 sheets of records for each of the 3 districts.
These have to have a certification of the Clerk to be legal. New rules of the
state. This is Ithaca, River Valley, and Weston. Books came for Weston and
Ithaca, and we used those for those districts.
________13. Cal Magnan called and wanted to know if Thursday May 20th would be all
right for Open Book. He also wanted to know if Thursday June 10th would be
all right for Board of Review
________14. A road rating report is due on the town roads is usually due at this time..
________15. Wisconsin Town’s Association dues are due for $364.40 and will be paid
at this meeting. They also need the names , addresses, phone numbers and
offices of each member of the board. Clerk to complete this and send in after
the election on April 6th..
________16. The fire bills are due May 1st. 1/2 for Plain and 3/4 for Town of

Approved minutes to February 2010 Meeting of Bear Creek Town Board

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Town of Bear Creek held its regular monthly meeting Tuesday February 2nd, 2010 at the Bear Creek Town Hall, with the meeting called to order at 8:00 P. M. by Chairman Marty McCluskey.
Present included :Harold Emerson and Jeffrey Scallon, Supervisors, Sheila Tafs , treasurer; Tim McCluskey, Patrolman, Dan Fargen, Don Fleming , Eileen Eberle, Clerk.
Minutes were read by the Clerk. Motion to approve as read by Harold Emerson, 2nd, and carried.
Treasurer’s report was presented by the Treasurer. Motion to approve as presented by Jeffrey Scallon, 2nd, and carried.
Roads were discussed concerning salt and sand. Regular winter roads.
Spring Primary Election to be Tuesday February 16th. We will use a 5 person board to familiarize all with the procedures .. Was published and posted. There was a training session for the election board on Saturday February 13th at the Town Hall.
Checks are to go to the schools on February 20th of the monies paid in January. Sheila needed a check to pay the dogs dues.

The Clerk’s and the Treasurer’s books for 2009 are to be audited at the March 2,2010 meeting due ..Time of meeting is 7:30 P.M.
The Clerk is working on the Township Annual Report and these will be mailed to the residents after the books have been audited. She is also workng on the Form C Report for the state. This is due March 31st.
The area District’s Town’s Association meetings are to be held and Bear Creek is having 4 attend . Eileen February 12th at Mineral Point and Marty, Harold, Sheila, and Jeff Saturday March 6th at Wisconsin Dells. All will be trained in Conducting the Board of Review..
Training in Baraboo for Chief Election Inspectors was attended by Judy Brassington and Eileen Eberle.
Harold will be meeting with the assessor on new construction in Bear Creek .
The tobacco report was completed and mailed.
Dan Fargen and Don Fleming were present to request having ATV rides in the Township using the roads as part of the trail. Marty to check about insurance and police approval. Letter to be signed by the board and on the March agenda.
Jerry Wittmann survey map is to go to the Planning Commission and then back to the Town Board for approval.
Bills were paid as presented and approved by the board.
Motion to adjourn the meeting at 10:35 P.M. was made by Sheila Tafs , 2nd , and carried. Chairman McCluskey adjourned the meeting.

property at his new home.

from the building inspector, Harold Emerson.

forwarded to the state for the 2% fire dues..A member of the ambulance crew
stopped at the Clerk’s house and had her sign the ambulance papers for 2010.

16th.
_______14.The checks were written for the schools and mailed out by February 20th.
This is the money collected in January for the schools.
_______15. Eileen attended the District Clerk’s training meeting in Fitchburg on
February 25th.
_______16. Eileen and Judy attended the election training in Baraboo on
February 4th. This made them certified with the state. and can conduct
elections. Ken was asked but had other responsibilities..
_______17. Town Board to attend District Town’s Association meetings. Clerk on
February 12th at Mineral Point. Marty, Harold, Jeff, and Sheila to attend at
Wisconsin Dells March 6th. These start at 8:00 A.M.. Speakers start at 8:45
A.M. All will be trained for Board of Review and have signed certifications on
file with the clerk.
_______18. All bids for construction now need to include prevailing wages for our
area. Board will be instructed on this at the area Town’s Association
meetings.

Tuesday January 5, 2010 8:00 P.M. Bear Creek Town Hall
The Town Board of the Township of Bear Creek held its regular
monthly meeting Tuesday January 5, 2010 at the Bear Creek Town
Hall with the meeting called to order at 8:00 P.M. by Chairman
Marty McCluskey.
Present included Harold Emerson and Jeff Scallon , Supervisors;
Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle,Clerk.
Minutes to the last meeting were read by the clerk. Motion to approve as read was made by Harold Emerson, 2nd, and carried.
The treasurer’s report was presented by the treasurer. Motion to
approve as presented was made by Jeff Scallon , 2nd, and carried.
$361,309.79 was collected in early paid taxes and the schools , state,
and county needs their monies from this by January 15th, with these checks needing to be made out and sent by that time.
New budget for 2010 was completed and placed in the computer.
The 1099’s were mailed to our businesses.
The Machinery Equipment Account at the bank as of December
31,2009 is $20,553.55.
Recycling charges are going up as of January 1st
Quarterly reports were due at this time. W-2’s were completed and
distributed to the board. Federal and State Reconciliation’s were completed, and the W-3 report, these completed by the clerk.
Taxes for 2009 are being collected by the treasurer. New recycling
sheets are here for 2010 and distributed by Sheila when collecting taxes.
New record books for the board’s 2010 records were completed by the clerk and distributed to the board.
The Township Audit of the books of the Clerk and Treasurer will be held Tuesday evening March 2nd. This is done by the Town Board.
The Town Board was paid for the 4th quarter of 2009 at this
meeting.
The township needs to get more sand due to the bad winter.
An election survey came from the state and was completed by the
clerk,and returned to the state.
The Wisconsin Clerk’s Association dues were paid in the amount of
$45.00.
An updated Quick Books program needs to be ordered for 2010. This will be for the payroll program..
The Smart Growth Committee name has been changed to the Plannig Commission and will meet the 3rd Tuesday of the month at 7:30 P.M..
The clerk and Judy Brassinghton will attend a chief inspector of
elections meeting in Baraboo on February 4th..
The DNR report was completed and sent to the state of the levies and the mill rates. This gets us our reimbursement from the DNR.
The Statement of Taxes was completed and sent to the county and state. Also the Certification of the tax book completed and sent to the county and the book given to the treasurer.
Next meeting of the Town Board will be Tuesday February 2nd,2010 at 8:00 P.M.
A letter was sent to area legislators stating Bear Creek is NOT in favor of having counties do the area assessing. (3 sent)
The board needs to be registered for the District Town’s Association
meetings for the spring Town’s Association meetings. The Clerk will go to Mineral Point on February 12th and the rest of the board will go to Wisconsin Dells in March 6th.
The web site for Bear Creek is up and running. The address is
http://townofbearcreek.blogspot.com.It runs for free and was put together by Mike Eberle. It has the agendas. minutes, notices, etc. for information to the town residents..
The bills were paid as presented and approved by the board. The
schools will be paid on January 15th with the early paid tax money due them.

Revised February Agenda with addendum

AGENDA FOR REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK

______1. Discussion of the roads. Use of salt,sand,etc. Bad winter weather conditions.
______2. Spring Primary Election to be held Tuesday February 16th from 7:00 A.M. to

publish and have the public testing of the voting machines on Saturday
February 13th at 8:00 A.M..
______3. Checks need to be written to the schools (5) by February 15th of the tax
money paid in January. Sheila needs checks to settle with the county for the
county and state and the dogs. Also checks need to be written for the DNR
money in lieu of taxes to MATC, River Valley, county and state.
______4.A book came on the Sauk County Planning Commission and is available to
the board.

Primary Spring Election

Notice to Bear Creek Residents.

There will be a Spring Primary Election held in the Township on Tuesday February 16th, at the Bear Creek Town Hall with the polls open from 7:00 A.M. to 8:00 P.M.
Voting will include Court Judges. As of January 27th I don't have the ballots so don't know at this time of the listing on the ballot.

Also, at least the first half of the 2009 taxes are due by January 31,2010.

Approved Minutes to December 1,2009 meeting

MINUTES December 1, 2009 TOWN OF BEAR CREEK REGULAR MEETING
The Township of Bear Creek held its regular monthly meeting Tuesday December 1st, 2009 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey.
Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried.
Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried.
Road work being done was discussed. Sand, salt,etc. ordered for the winter season.
New rules on structures are being put into place in Wisconsin.Marty to check and see if we need to put into effect and ordinance dealing with this situation. Possibly with General Engineering..Motion made by Harold to adopt the dwelling codes as it gets approved, 2nd, and carried.
The levies were all in the township for the schools and the taxes were at the county after Thanksgiving to be run.The clerk needs to complete the tax roll book, complete the Statement of Taxes before the 3rd Monday in December, and complete the levy report for the Department of Natural Resources so we get the In Lieu of Taxes money.
Smart Growth meetings are being held at the Town Hall monthly. They will meet in January.
The December town board meeting was held December 1st, 2009. The January meeting will be January 5,2010 at 8:00 P.M. at the Bear Creek Town Hall.
Checks were paid to the board for the budget meetings in October and November.
The patrolman was given a Christmas bonus.
Pay for meetings is $35.00 per meeting. Chairman salary of $2,000.00 per year. Supervisor 1 and Building Inspector salary is $1,800.00. Supervisor 2 salary is $1,600.00 per year.
A sheet was completed on the school levies, news of upcoming events in the township and copies to go out with the taxes. Also the new recycling sheet for 2010. This was the Spring Newsletter and sent out with the taxes.
Motion was made by Harold Emerson , 2nd by Sheila Tafs to close the Township books as of December 31,2009 for 2009.
The tobacco selling permit papers need to be completed and sent to the state. Even if we have no permits out.
There is a need to transfer funds from the equipment account into the regular account and the treasurer to do this..
The Scott bill in the amount of $1,271.77 was paid.

Motion was made at 9:17 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting.

______1. New budget for the year 2010 has been put into the computer. The updated
payroll figures for 2010 have been completed in the records. Social Security and
Medicare figures, plus some federal figures are new. State of Wisconsin stays the
same.
______2. The 1099s will be mailed out to the businesses we work with in Bear Creek.
______3. Recycling costs are going up $3.00 per ton in the township due to higher costs
to our server.
______4. Meetings for the Township are $35.00 per meeting as of January 1, 2009.
______5. Quarterly reports are due for completion at this time. Also, the Federal and
State Reconciliation reports to IRS and State of Wisconsin. Clerk to complete
these. W-3 completed for Federal.
______6. Taxes for 2009 are being collected by the treasurer. New recycling sheets
are available at the Town Hall for 2010. Also the Spring Newsletter.
______7. W-2s were completed by the clerk for the board and distributed at the January
2010 meeting.
______8, Highway Aid amounts in 2010 are $90,029.55. $22,507.38 is coming to Bear
Creek on January 5,2010..
______9. New Record Books for the Board were completed by the clerk for 2010.
These are to be distributed at the January meeting.
_______10. The Wisconsin Clerk’s Association dues are due now for $45.00..
