AGENDA FOR REGULAR MONTHLY MEETING OF TOWN OF BEAR Thursday January 8, 2013 8:00 P.M. Bear Creek Town Hall Call meeting to order Roll call Minutes to last meeting Treasurer’s report Old business New business ______1. New budget for the year 2013 has been put into the computer. The updated payroll figures for 2013 have been completed in the records. Social Security and Medicare figures, plus some federal figures are new. These have already been changed due to the fiscal cliff in Washington, D.C. ______2. The 1099s will be mailed out to the businesses we work with in Bear Creek. ______3. Recycling charges are in effect the same as of January 1,2012.. ______4. Meetings for the Township are $35.00 per meeting as of January 1, 2009. ______5. Quarterly reports are due for completion at this time. Also, the Federal and State Reconciliation reports to IRS and State of Wisconsin. Clerk to complete these. W-3 completed for Federal. ______6. Taxes for 2012 are being collected by the treasurer. New recycling sheets available at the Town Hall for 2013. Also the Spring Newsletter. ______7. W-2s were completed by the clerk for the board and distributed at the January 2013 meeting. ______8, Highway Aid amounts in 2013 are $92,745.77. $23,186.44 is coming to Bear Creek on January 3,2013.. ______9. New Record Books for the Board were completed by the clerk for 2013. These are to be distributed at the January meeting. _______10. The Wisconsin Clerk’s Association dues are due now for $45.00.. _______11. Township Audit of Books of the Treasurer and Clerk needs to be set. Was at March meeting last year. Clerk doesn’t have the December bank statement or the numbers in the account register of early paid taxes as yet. ______12. The Town Board is to be paid at this meeting. ______13. An updated Quik Books program will need to be ordered for the township records..This will include the payroll program and update Quick Books to 2013. ______14. The web site for the Town of Bear Creek is up and running. The address is http://townofbearcreek.blogger.com ______15. The clerk is recertified with the state and legal to conduct the elections for the coming 2 years. ______16 The state requested audit of our election machines was done by the clerk and Judy Brassington December 10th in Baraboo. Our equipment is very effecient.The clerk compiled a billing of $238.48 and sent this to the state for collection. We could have charged up to $300.00 ______17.The clerk attended the district Clerk’s Association meeting in Madison December 13th.. _______18. The February meeting needs to be set. _______19. There is an election of the February Primary on the 19th of February.. _______20. The District Town’s Association meeting for our area is Friday February 22nd at the Quality Inn at Mineral Point.. The agenda and time are in the December Town’s Association magazine. We need to register. _______21. MINUTES November 8, 2012 TOWN OF BEAR CREEK REGULAR MEETING The meetings were called to order at 7:30 P.M. by Chairman Marty McCluskey. Present included Harold Emerson and Jeff Scallon Supervisors; Sheila Tafs, Treasurer;Tim McCluskey,Patrolman; and Eileen Eberle , Clerk . The Proposed Budget Meeting was held with discussion of the budget. Motion to approve as presented by Sheila Tafs, 2nd, and carried. The Public Hearing of the Budget was held and any concerns of the budget were raised and defined and accepted on a motion by Jeff Scallon, 2nd, and carried.. The Adoption of the 2012 Budget Meeting was held and a motion made by Harold Emerson to adopt the budget which was carried and the budget was adopted. These meetings were published and posted. Each meeting was called to order and adjourned on a motion , 2nd, and carried.. The Township of Bear Creek then held its regular monthly meeting Thursday November 8th, 2012 at the Bear Creek Town Hall with the meeting called to order following the budget meetings , by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Joe Bauer , Jennie Erickson , and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed. Sand, salt,etc. ordered for the winter season. The fire-departments were paid in November for their full levy for 2012. 50% to Plain and 25% to the Town of Washington.. The December town board meeting was set for Tuesday December 4, 2012. Rural Mutual Insurance was paid their 2nd half of their premium for 2012. . Population of Bear Creek is 598 with approximate number of those of voting age of 468.. Town and Country Sanitation recycling sheets should be here for 2012 and will be sent out with the taxes.. There will be 2 Elections in 2013 in the Spring. . February 19th , and April 2nd .. The dog collection check came and this amount paid to the treasurer. The check came for the Veteran’s Grave at the Ward Cemetery and was given to the treasurer. This was created by President Abraham Lincoln. The salt contract came and was signed for this winter season.. Shelly Scallon was paid for her work at the Ward Cemetery. Clerk is putting together a newsletter for the residents. These will go out with the taxes. The levies are coming for the schools and the county for the taxes for this year and the school levies were given to the board. Will be in the newsletter. The Clerk and Treasurer attended a meeting in Baraboo on Elections. Joe Bauer was present concerning the property line on land he is purchasing and wants to make sure of his rights along the line bordering Dan Reutten. Board says Bauer is putting in a 4 barb wire fence, a legal fence where the old fence line has been for years. Jennifer Erickson of the Sauk County Development Program was present to encourage a water testing in homes in Bear Creek this coming year at a cost of $200.00 to the town. Motion to approve this program was made by Jeff Scallon, 2nd, and carried. Bills were paid as presented and approved by the board. Motion was made at 9:30 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting. Agenda for December 4 Meeting of Bear Creek Town Board

AGENDA FOR REGULAR MONTHLY MEETING OF BEAR CREEK Tuesday December 4 , 2012 Call meeting to order Roll Call Minutes to last meeting Treasurer’s report ______1. .Road work ,salt,sand, and bills for 2012 discussion... ______2.The new structures in the Township sheet is here and given to Harold.. ______3. Numbers were not here for the 2012 levies of taxes State school aid amounts and this is holding up all of the taxes. Late this year. . Clerk to complete the forms in the tax roll book and fill in the statement of taxes for the state. This is due the 3rd Monday in December to the state. Treasurer to mail out the taxes and set the collection times for these. Taxes were up for the township ______4. The Caucus needs to be set for January 2013. ______5.Clerk will have W-2s and Record books ready for board on January. ______6. Bear Creek was selected to audit their election machine and this will be done in the Clerk’s Office in Baraboo. Judy Brassington and the Clerk will do the audit. Orders from the state. Towns and villages selected at random. ______7. The patrolman is to be given a Christmas Bonus.. ______8. Smart Growth members are to be paid at the January meeting for the 4th quarter of 2012 , if there is a bill. _____9. The ballots were ordered for the February 19th and the April 2nd elections in 2013. _____10. The sheet on the school levies, news for township has been completed and will go out to the Township with the taxes. Also the 2013 sheets on recycling. This is the Spring Newsletter. The web page address of : townofbearcreek.blogspot.com is on the sheet. _____11. The DNR needs a report completed on the levies for each of the schools, county, township, and state, as this is how they base their DNR in lieu of taxes. We don’t get this break if the sheet isn’t completed. _____12.The statute books are at the county and will be picked up when the clerk is at the office. ______13 The tax sheet for the state needed to be completed , signed, and sent to the state.. That we stayed in compliance with the amount of our tax levy for the township. ______14..The motion needs to be made to close the Township records as of December 31,2012 . This is a state law. ______15.The tobacco selling permit sheet for Bear Creek needs to be completed and sent to the state..Even if we have no cigarettes being sold in the Township. ______16. We need to discuss amounts of money to move from regular account to the equipment account for 2012. ______17.. Sauk County residents needing help with heat, repairs,, etc. have some information sheets available at the town office. ______18. Garbage pick-up and recycling sheets are here. ______19.. MINUTES October 2, 2012 TOWN OF BEAR CREEK REGULAR MEETING The Township of Bear Creek held its regular monthly meeting Tuesday October 2nd, 2012 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; , and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed. . The recycling grant application for 2013 was completed by the clerk before October 1,2012. The board was paid at this meeting. The rest of the fire bills are due in November. The rate for 2012 was .053% The rate for 2013 will be .065 and raise the amount about $4000.00. Quarterly reports are due at this time. The November town board meeting was set for Thursday November 8, 2012 due to Fall Presidential Election being on Tuesday. . The budget was to be started and sheets were distributed to the board but a special meeting was called for Tuesday October 16th at 8:00 P.M. for putting together the budget proposals for the 2013 Budget. . . The Board will meet at 7:30 P.M. on November 8th for the Budget Proposal Meeting, followed by the Budget Hearing Meeting, followed by the Budget Adoption Meeting. Then the regular monthly meeting will be held. 2nd half of insurance is due in November. The State Shared Revenue came . Shelly Scallon to be paid for the care of the Ward Cemetery. . There will be a Clerk’s and Treasurer’s meeting in Baraboo on October 24th and both the Clerk and Treasurer will attend. this year.. Materials were forwarded from Ted Greenheck of the Planning Commission of the Town.of Bear Creek concerning property of Robert Needham to change a parcel from commercial to ag land. Motion made by Harold Emerson to make this change, 2nd, and carried. Chairman McCluskey stated no objections and this will be changed. There was to be a clean sweep in Sauk County October 6,2012. Posted on the web page.. Salt and sand for the winter roads was discussed and ordered. Bills were paid as presented and approved by the board. Rural Mutual Insurance is to be paid in the amount of $ 4,460.50 which is half of the yearly premium. ______9. The Clerk and Treasurer attended a Clerk’s meeting October 24th in Baraboo.. _____10. The treasurer is getting $244.00 for stamps to mail out the taxes. ______11.A letter came on the amounts of raising the levy 2013 is $2.00 higher than last year,plus using $9,525.00 for s debt payment.. We got a sheet on this from the state on how to tabulate our amounts. Any carryover can be used the next year. Just that strict records need to be kept on these amounts. Sheet is here and to be filled out after the budget is approved. Amount of allowable from the state is $267,436.00 plus the debt obligation of $9,537.00 makes levy at $276,961.00 _____12.Jenny Erickson asked to be placed on the agenda. Approved agenda of September 2012 meeting of Bear Creek Town Board

MINUTES September 2012 TOWN OF BEAR CREEK REGULAR MEETING The Township of Bear Creek held its regular monthly meeting Tuesday September 4tht, 2012 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors ; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Reggie Jaquish, and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed..Sealcoating and asphalt work were discussed and being done.. The recycling grant application for 2013 is to be completed by the clerk and sent in before October 1,2012..These done on the computer as of 2009 and submitted directly to the state. The Town receives confirmation of this being done. The insurance audit was compiled, completed, and sent to the Rural Mutual Insurance Company. .. St. Patrick’s Church requested a license for beer at their Fall Festival September 16th and it was issued. Motion to approve the license was made by Jeff Scallon, 2nd, and carried. Dwayne Faber was issued a 1 day operator’s license to be the licensed bartender all day at the festival. The October town board meeting was set for October 2, 2012. The State Road Report came and needed to be completed.The chairman does this. The finalized taxation report came after the August settlement. The dog list to be completed by the treasure and sent to the county. The equalized values came for 2012 and the clerk ran copies for the board. The current population is 598 , up about 100 from 2000 census report. The 2013 budget will be started in October. A special budget meeting will be set in October at the Bear Creek Town Hall to plan the budget. There is a Clean Sweep in Bear Creek and Sauk County October 6,2012 . Reggie Jaquish was present concerning a survey map at the Walter Powell property and it was approved by the board. There was also a concern of Robert Needham wanting some land of his rezoned to ag land and the board had no objections to this and this is on the agenda for action at the September meeting of the board.. The state licensing bureau needed the correct seller’s permit for the Drea Bar.. Bills were paid as presented and approved by the board. Motion was made at 8:45 P.M. by Harold Emerson to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting. Trees went down and Tim was called away from the meeting.

Saturday October 6,2012 Clean Sweep in Sauk County

to undisclosed recipients Sauk County will host a Clean Sweep Program to dispose of hazardous wastes on Saturday, October 6, from 8:30 a.m.- noon at the former Sauk County Landfill, located at E8795B Evergreen Lane, Baraboo. Commercial entities and farm operations in Sauk County that qualify as Very Small Quantity Generators (VSQGs) of hazardous waste are eligible to participate and are required to preregister by September 26. There is a fee for commercial entities but not for farm operations. The attached flyer and poster have more information on what will be accepted. Please feel free to distribute these, post them, or publicize the event in any way you can. Also, attached are two handouts that list alternative disposal options. Approved minutes of August 2012 Town Board meeting of Bear Creek

The Township of Bear Creek held its regular monthly meeting Tuesday August 7, 2012 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Kevin Roessler, Don Fleming, Bob Fleming, Dan Fargen ,and Eileen Eberle, Clerk. Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed. . . Kevin Roessler was present concerning a certified survey map of a house he is building His paper work being done was approved and forwarded to the Planning Commission.. The State School Credit was received and credited to our account at Sauk County.. The Insurance Audit was completed and sent.. Final values for assessment in Bear Creek is $ 56,910,500.00 for 2012. Consumer’s Co-op sent contract on the amount of billings of propane for the winter season. Marty has the contract. Was signed and returned. Signed contract back in township. Copies for the board. The September meeting was set for September 4, 2012 on Tuesday evening. The recycling Grant for 2012 needs to be completed and sent in. It is in the computer State Shared Revenue is to come this month. The chairman is putting together the figures for the bridge program . Dan Fargen and Don Fleming were present concerning ATV rides in the town. Each has some different views and wants of their rides. Were told to work out their differences and the ordinance was not changed. 3 rides per year in the town and no new areas aproved. There was a Partisan Primary in the Township on August 14th and we had 89 voters. Th touch screen had problems at the end of the day and Ken is trying to rectify this, along with help from the company. We used 5 members on the election board. We had 1 overseas ballot sent and returned email. There were some bad wind storms and many trees down in the township. The area paper asked the clerk to write some of her duties as clerk and an article is being put together on area clerks by the paper. A survey came concerning property of Walter Powell and this was forwarded to the Planning and Zoning Commission. Bills were paid as presented and approved by the board. Approved Minutes to July 2012 Town Board Meeting for Bear Creek Township

MINUTES JULY 2012 TOWN OF BEAR CREEK REGULAR MEETING The Township of Bear Creek held its regular monthly meeting Thursday July 5th, 2012 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by Chairman Marty McCluskey. Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Scott,Inc. rep., and Eileen Eberle, Clerk. Minutes to the last meeting were dispensed with on a motion by Harold Emerson due to the extreme heat . Motion to approve as presented was made by Harold Emerson , 2nd, and carried. Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff Scallon , 2nd, and carried. Road work being done was discussed..Culverts being put in and roadsides being mowed. . The Quarterly Reports are due at this time and to be completed in July by the Clerk.. The Town Board was paid at the July meeting. The Assessor and the Clerk have work on the town records at the county office from the Board of Review . When finished these will then be forwarded to the state. The Federal Insurance Audit has been completed for the IRS . . Drea’s Bar licenses were issued to Pat McCliskey and paid for the year 2012. 4 operator’s licenses. No cigarette license . The State Fire Dues are coming in July. These are now used for equipment . 90% to be paid to Plain and 10% to be paid to Town of Washington. Consumer’s Co-op sent contract on the amount of billings of propane for the winter season. Marty had the contract. Harold made the motion to approve the contract , 2nd and carried.The contract is in the amount of 2000 gallons. The August meeting was set for August 7, 2012 The Plain Fire Department issued a no fireworks on the 4th in Bear Creek due to the drought. Board of Review was held on Thursday June 7,2012 from 6:00 P.M. to 8:00 P.M. or adjournment. There were no concerns. . Chairman to published the letting of the road bids for 2012 and these were opened. sealcoating low bid was by Scott at $15,816.00 per mile. Asphalt low bid was Gasser’s at 104,620.00 per mile. Nachreiner Road was to be improved some during this summer.. 2nd half of the real estate taxes are due as of July 31,2012. The assessment following Board of Review is $56,910,500.00. Surveyor Ted Greenheck brought a driveway application to the board from Margaret Seymore and this was approved. Tim McCluskey has an air-conditioner the town can use for the hot weather. St. Patrick’s was issued a 1 day license for their festival. Were notified of a licensed bartender must be on duty all the time beer is sold. Bills were paid as presented and approved by the board. Motion was made at 9:08 P.M. by Sheila Tafs to adjourn the meeting, 2nd and carried. Chairman McCluskey adjourned the meeting. Don Fleming requests being on the agenda as a rep of the Sauk Ridge Runners trail riders to have a trail ride in Bear Creek. He wants to donate funds to a non-profit organization. He has some concerns of the other trail ride that was accepted ______2. The State School Credit check should come this month. All to be returned to the county for taxes.. ______3. Requests are coming in for absentee ballots, including 1 sent by email to Rome. Joe was here and he showed me how to scan and attach documents. ______4. Roads being done in the township for 2012. Discussion. . ______5. The Chairman compiled papers and reports to get the funds for the culverts.etc. for the Trip Fund . ______6. The IRS contacted the town due to the extra funds Tim has taken out each month and it was accounted differently at IRS. Clerk sent figures and explanation of this account in Bear Creek. ______7. The Recycling Grant papers for 2012 are on the computer. They need to be run off and filled out and sent to the state and district by October 1, 2012. Clerk to complete these and send to perspective departments.. ______8. There will be an election on August 14th. The Fall Primary. We will use a 5 person election board so all are ready for the Presidential Election in November. ______9. MINUTES JUNE 7, 2012 The 2012 Board of Review for the Town of Bear Creek was held June 7,2012 at the Bear Creek Town Hall from 6:00 P.M. to 8:00 P.M. Present were Cal Magnan, Assessor; Marty McCluskey, Chairman; Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs, Treasurer ; and Eileen Eberle, Clerk. Also arriving was Tim McCluskey,Patrolman There were no hearings and no contestments of the assessments. We are in compliance with our ratio. The Town Board of the Township of Bear Creek held its regular monthly meeting Thursday June 9, 2011 at the Bear Creek Town Hall with the meeting called to order at 7:30 P.M.by Chairman Marty McCluskey. Present included Harold Emerson and Jeff Scallon Supervisors; Tim McCluskey, Patrolman; Sheila Tafs , Treasurer ; Eric Nachreiner ; and Eileen Eberle, Clerk. The Minutes to the last meeting were read by the Clerk. Motion to approve as read was made by Harold Emerson , 2nd, and carried. The Treasurer’s report was presented by the treasurer. Motion to approve as presented by Jeff Scallon , 2nd , and carried. Road work for 2012 was discussed. Mowing being done and culvert work in township. Road bids will need to be let.. After July 1st Drea’s Bar Licenses will be issued by the end of June for the coming year. Liquor and beer for $200.00. Operator’s licenses for $5.00 each. Pat McCluskey is the owner and it will be issued to him. The Ward Cemetery Report is to be completed and sent to the county. The 2012-2013 propane contract is here and Marty to talk to company... The next town meeting is July 5,2012. The insurance audit to be completed and sent into the company. Primary recall election was held May 8th. Recall election was June 5,2012. The Governor retained his office.. The Quick Books payroll program was paid for in May. The mower payment was made. Frontier tax exempt papers came and need to be completed. The tobacco report needs to be completed and sent to the state. Even if we have no tobacco sales. Eric Nachreiner was present with ocncerns on how close the road is getting to his house and was informed road isn’t moving. Wants it so he can get to his lawn wothout a drop-off.. This is for Workman’s Comp. and has to be all the wages for May to May , the insurance year. Getting much more precise. _______4. Many election papers are to be taken care of. Absentee ballots have a lot of paper work and tracking of ballots. The state wants the ballots overseas to be faxed or emailed at the August Primary. Several surveys have to be completed online for elections.. _______5. Board of Review was tonight June 7th at 6:00 P.M. Each board member will be paid $40.00 for the 2012 Board of Review. _______6. A bill came from Jim Kast for $687.50 for work on the roads. Being paid tonight. _______7. The propane contract for 2012-2013 winter season is here and to be signed and returned to the company.. We currently have $832.05 credit at the company. _______8. The Ward Cemetery report to the county needs to be completed on the veteran and sent to the county. This is perpetual care of David Ward’s grave, provided by President Abraham Lincoln following those who gave their lives in the Civil War for the Freedoms in our country..Was Sheley contacted on the care of the Ward Cemetery for 2012? _______9. The Quick-Books program was put on the clerk’s credit card billing as May 30th . The cost is $350.00. The clerk also paid for a coffee pot of $30.00 and she is being reimbursed for both of these at this meeting.. _______10. The date for the July meeting has to be set. _______11. Susan Vandergrift was added to the election board to replace Pauline Lins, who is ill. She was trained at the testing of the equipment meeting and worked June 5th. She had previously been on an election board where she lived. She was sworn in on June 3rd. _______12. The sheet came in the housing report for 2012 and the building inspector, given at the last meeting. Harold, is to complete this report. _______13. The clerk sent our stand for the TSX to the company to get repaired. We have a loaner until we get it back. Cost $45.70 to mail. Sent May 14,2012 _______14. The mower payment of $9,537.15 is due at this time and being paid tonight. We will then owe $8560.38 . _______15. The assessor will have a bill for expenses. _______16. Approved minutes to Town Board April 2012 meeting

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Township of Bear Creek held its regular monthly meeting Thursday April 5,
2012 at 8:00 P.M. at the Bear Creek Town Hall with the meeting called to order by
Chairman Marty McCluskey.

Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs,
Treasurer; Tim McCluskey , Patrolman; and Eileen Eberle, Clerk.

Minutes to the last meeting were read. Motion to approve as presented by Jeff
Scallon, 2nd, and carried.

Treasurer’s report was presented .Motion to approve as presented was made by
Harold Emerson, 2nd , and carried..

Spring General Election was Tuesday , with a 5 person board Voter registration
continued. Members were paid at the April meeting. We had 119 voters. .The schools
were each given a complete copy of the poll list with the certification from the township.

Township Annual meeting will be held Tuesday April 10 th . To discuss roads to
complete and any other town business. The day April 6th was set to view the roads .

The Town Board was paid at this meeting.

Meeting changed due to election on Tuesday at the Town Hall..

The Annual Financial Report was run and sent to residents in March. A newsletter
was published and distributed at the election and at the Annual Meeting..

The State Form C was completed and sent to the state by registered letter by March
31,2012.

Lottery Credit checks are due. We only get ours from the county. The county
mails out the others to the schools...

The Recycling Grant papers need to be completed by the clerk this month. These
have to be retrieved online and sent to the district office before April 30, 2012..

Quarterly reports are due now.

Rural Mutual Insurance is due May 1,2012. One half of the yearly payment.

The Wisconsin Town’s Association dues are $399.60 and were paid at this meeting.
List of Town Board sent to the Town’s Association and membership cards to be obtained.

Quik-Book payroll program to be sent for in May .



The next meeting will be May 1st at the Town Hall at 8:00 P.M..

There will be an election in May and 1 in June for the recall of the Governor in
Wisconsin.

The Open Book for Bear Creek is set for May 15th at the Bear Creek Town Hall
from 4:00 P.M. to 7:00 P.M. Assessor called and date set for Board of Review for June
7th from 6:00 P.M. to 8:00 P.M. or to adjournment.

The fire bills need to be paid in May. 1/2 to Plain and 3/4 to Town of
Washington.

The PILT money came and was dispersed.

Untaxed lands reports are complete and to the clerk.

Clerk to purchase a new coffee pot for the town hall.

Recycling of plug in equipment and battery operated equipment is being done April
28th near Plain.

Bills were paid as presented and approved by the board.

and carried. Chairman McCluskey called for adjournment, it was 2nd, and carried.

3,2012. 5 person board used as there are several offices being filled .
Also, the continuing voter registration before voting takes time. Testing meeting
of equipment was held Friday March 30,2012 at the Town Hall. Checks for
this group to be signed tonight. Had to use some new members as we had an
illness in 2 election board members.

_______2. Township Annual 2012 Meeting will be held Tuesday April 10,2012 at the
Bear Creek Town Hall with the meeting to be called to order at 8:00 P.M. The
meeting will discuss the roads to be repaired in 2012 and any other business
pertinent to the meeting. This was published and posted.

_______3.A date was set for the board to view the roads for the spring of 2012,
with the patrolman.. This is April 6th ..

_______4. The Town Board is to be paid at this meeting.

_______5. Meeting tonight changed to Thursday evening due to the election on
Tuesday.

_______6. The stand for the touch screen equipment is faulty and needs to be sent to
be repaired. A replacement is here for the next 2 elections. At a cost of
$75.00. The repairs should be free and 1 way postage free. Because of our
continued warranty. Ken helped to get this going.

______7. The Annual Financial Reports for the Township for 2011 were run and
sent to the residents in March. A newsletter was put together and distributed at
the election and sent with taxes. More will be available at the Annual Meeting.

_______8. The State Form C is completed and sent to the state by March 31,2012 and
the clerk sent it registered mail. We have the verified notice of the state
receiving the report.

_______9. Quik Books update for the payroll needs to be sent for and will be here by
April..

_______10. The quarterly reports are due at this time.

_______11. There is to be an election on May 8th and another one June 5th for the
recall of the governor.

________12. The school districts have to be given a complete roll of the election to each
district. We have to run over 50 sheets of records for each of the 3 districts.
These have to have a certification of the Clerk to be legal. New rules of the
state. This is Ithaca, River Valley, and Weston.

Free Electronic Recycling Event April 28th

A FREE Electronic Recycling Event is being conducted by DP Electronic Recycling on April 28,2012 from 9:00 A.M. to 4:00 P.M. at the Green Technology Training and Enterprise Center located at 1110 Leed Parkway, Plain,Wisconsin 53577.

This event is open to the public and there are no residecny requirements.

Anything that plugs into the wall or runs on batteries, including appliances are being accepted.

We wipe all data stored in hard drives to the standard provided by the Department of Defense.

Sponsoring this is the Village of Plain , The Town of Franklin, Green Technology, and DP Electronics

The Town of Bear Creek has been asked to contribute recyclables to this event and help with protecting our natural resources as well as protecting human and environmental health.

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
The Town Board of the Town of Bear Creek held its Audit of the 2011 Clerk’s and
Treasurer’s books at 7:30 P.M. at the Bear Creek Town Hall on Tuesday March 6, 2012.
This meeting was called to order by Chairman Marty McCluskey.
Present included Harold Emerson and Jeff Scallon, Supervisors ;Sheila Tafs, Treasurer
; Tim McCluskey, Patrolman; and Eileen Eberle, Clerk.
Following the approval of the records, the Clerk’s and Treasurer’s records were signed
by the board and recorded for 2011.

The Town Board of the Township of Bear Creek held its regular monthly meeting
at the Bear Creek Town Hall Tuesday evening March 6, 2011 with the meeting called to
order immediately following the audit meeting by Chairman Marty McCluskey.

Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs,
Treasurer; Tim McCluskey, Patrolman; , and Eileen Eberle, Clerk.

Minutes to the last meeting were read by the clerk. Motion to approve as read by
Harold Emerson , seconded, and carried.

Treasurer’s report was presented by the treasurer. Motion to approve as presented by
Jeff Scallon , 2nd, and carried.

The Form C State Report has been completed by the clerk and sent registered mail to
the state.

The Township Annual Report for 2011 has been completed by the clerk. These were
run and sent to the residents in March. Treasurer ran the labels for these letters.

The April 3rd General Election will need a 5 person election board. Clerk to put
notice in the papers of the election and the testing of the equipment for election day.The
testing will be Friday March 30,2012 at 8:30 A.M. at the Town Hall.. The polls will be
open from 7:00 A.M. to 8:00 P.M. on election day. Sample ballots in township

The Township changed its April meeting to Thursday April 5, 2012 at 8:00 P.M.
This because of the election on Tuesday. This needs to be published.

The Township Annual Meeting will be held Tuesday April 10 th at 8:00 P.M. at
the Bear Creek Town Hall. This needs to be published in the paper .

The board needs to review the roads before the Annual Meeting , if the weather
permits this. This was set for April 6th at 9:00 A.M. .

The state housing report needs to be completed and was given to Harold, the building
inspector for the township. .

Fire Audit forms were completed by the clerk and the fire chiefs so we get the
fire dues.

Voter registration forms are here and we will continue to complete these at the
Spring Elections.

We have 3 trained by the state for the election processes, Phyllis , Judy, and Eileen to
be Chief Inspectors. Will get Lucille and Ken trained also in the next 2 years..Clerk is
trained but doesn’t work at the elections as a poll worker , only in emergency...

The PILT monies still have not come for the area schools and county..

Renewal of the Quick Books Payroll Program needs to be ordered .

The District Town’s Association meetings were held with Eileen, Marty, Harold,
Sheila , and Jeff attending. All were trained and certified in Board of Review.

.The schools were paid for their February payment by February 20th..

The FICA is staying at 4.2 for employees and 6.2 for employers at this time.

A resolution needs to be put in place to extend next year for board members as the
Annual Meeting date was changed by the legislature. Town to do this at Annual Meeting.

The Recycling report for 2011 was completed online by the clerk and submitted to
the state.

An election machine training session is being held in Baraboo. Judy, Ken, and
Eileen to attend..

Bear Creek will only have a fire warden 1 more year, then the DNR is changing
this.
A report had to be completed for overseas and military voters.

Board member Harold Emerson’s wife is ill and board signed and sent her get well
wishes.
Marty reported a proposed plan of Plain Fire Department to house some fighters in a
building in Plain. This is for efficiency in emergencies. No objections in township.

Clerk was notarized again for 4 years.
Motion to adjourn the meeting was made at 10:15 P.M. by Shelia Tafs , 2nd by
Harold , and carried. Chairman McCluskey adjourned the meeting.

Approved minutes of February 2012 Town Board Meeting

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK

The Town of Bear Creek held its regular monthly meeting Tuesday February 7th,
2012 at the Bear Creek Town Hall, with the meeting called to order at 8:00 P. M. by
Chairman Marty McCluskey.

Present included :Harold Emerson and Jeffrey Scallon, Supervisors, Sheila Tafs ,
treasurer; Tim McCluskey, Patrolman, and Eileen Eberle, Clerk.

Minutes were read by the Clerk. Motion to approve as read by Harold Emerson, 2nd,
and carried.

Treasurer’s report was presented by the Treasurer. Motion to approve as presented
by Jeffrey Scallon, 2nd, and carried.

Roads were discussed concerning salt and sand. Regular winter roads.

There will be no Spring Primary Election in Bear Creek.

Checks are to go to the schools on February 20th of the monies paid in January. Sheila
needed a check to pay the dogs dues.

The Clerk’s and the Treasurer’s books for 2011 are to be audited at the March 6,2012
meeting ..Time of meeting is 7:30 P.M.

The Clerk is working on the Township Annual Report and these will be mailed to the
residents after the books have been audited. She is also working on the Form C Report for
the state. This is due March 31st.

The area District’s Town’s Association meetings were held and Bear Creek is having
5 attend Friday February 17th at Richland Center . Marty, Harold, Sheila, Eileen, and
Jeff .
Harold met with the assessor on new construction in Bear Creek .

The tobacco report was completed and mailed.

Randy Smith survey map went before the Planning Commission and then back to the
Town Board for approval and was approved .

Mileage rate for travel for the board was raised to $ .555 due to the high gas prices.
Motion made by Jeff , 2nd, and carried.

Military and overseas ballot had to be mailed by February 17th. These are out to
Scott and Angela.

The length of the terms of those on the Planning Commission will be determined at
the Town Annual Meeting Tuesday April 10,2012.

The April meeting was set for Tuesday April 5th at 8:00 P.M.

The 1099s were mailed out in January.

The PILT money had not arrived as of the January meeting and these will need to be
paid in February. To River Valley, MATC, and Sauk County.

The Recycling Report for Bear Creek 2011 needs to be completed on the computer
and submitted to the state.

Statement of taxes was completed and sent to the county, state, and treasurer.

The Sauk County Town’s Association will meet in Loganville on February 16th.
Several will attend.

Bills were paid as presented and approved by the board.

Motion to adjourn the meeting at 9:05 P.M. was made by Sheila Tafs , 2nd , and
carried. Chairman McCluskey adjourned the meeting.

Addendum to March Town Board Meeting

Addendum to March Meeting of Bear Creek Town Board

1.__________ Plain Fire Deartment wishes to consider providing a place for the EMT’s
to stay in Plain over the week-ends. Marty will give the details.

2___________There is a resolution here to be considered for the new high lines being put
through Wisconsin and we received notice of this to be on our March
agenda. This came today March 6th to the clerk.

3. __________ A bill came today from Plain Kwik Trip for gas of $60.11 so clerk
included this on the billings.

4.__________ The clerk is notarized again as of February 29th and her term expires
February 28,2016.

5.___________Samples of the ballots for the April 3rd election are here and can be
looked at.

_______4. The April 3rd Spring General Election will need a 5 person board. Clerk
will meet with this group on Friday March 30, 2012 to test the equipment
and make sure all is in readiness for this election and board is aware of new
rules at the polls.. This will be at 8:30 A.M. This needs to be published. Polls
will be open from 7:00 A.M. to 8:00 P.M. Article to be published at
newspaper.

_______5. The Township changed its next meeting to April 5th Thursday at 8:00 P.M.

_______6. The Town Annual Meeting has been set for Tuesday April 10,2012 at 8:00
P.M. at the Bear Creek Town Hall. Needs an agenda and published.

_______7. The FICA paid by employees is staying at 4.2 and not changing to 6.2
as it was before the saving change . This was to go back to 6.2, the same as the
employer at the end of February but Congress is not having it go back at this
time.

_______8. A time needs to be set for the Board to Review the Roads in April before the
Town Annual Meeting.

_______9..The Recycling Report for 2011 was completed online and submitted to the
state.

_______10. The PILT money has to be distributed to the schools and county..

_______11. Housing report to the state needs to be completed. Clerk to get information
from the building inspector, Harold Emerson.

_______12. Fire Audit forms need to be filled out by the clerk and sent to the 2 chiefs
and forwarded to the state for the 2% fire dues.. The fire chiefs need to do this.

_______13 Recycling sheets are available for residents who don’t get tax bills. Several
have made requests.

_______14.The checks were written for the schools and mailed out by February 20th.
This is the money collected in January for the schools.

_______15. There is a machine training meeting for the elections in Baraboo on March
14th and 3 from Bear Creek will attend. Ken Blum, Judy Brassington, and Eileen
Eberle.

_______16..Bear Creek will have a fire warden for 1 more year according to the DNR.
After that they will have them at some area gas stations. Phyllis Meister is the
current fire warden for Bear Creek

_______17. Town Board attended the District Town’s Association meetings at
Richland Center February 17th . This started at 8:00 A.M.. Speakers started at
8:45 A.M. All board members were trained in procedures of Board of
Review and certified.

_______18. A report had to be filed on the overseas and military voters.

_______19. Board member Harold Emerson’s wife is ill and a Get Well card is here
for the board to sign tonight.

March Town of Bear Creek Meeting

The March Meeting of the Bear Creek Town Board will be Tuesday March 6,2012 at 7:30 P.M. at the Bear Creek Town Hall so the town board can review the records of the clerk and treasurer for 2011. The regular monthly meeting will immediately follow the review of the records.

The April meeting of the Town Board will be Thursday April 5,2012 at 8:00 P.M. because of the Spring General Election being held Tuesday April 3,2012 at the Bear Creek Town Hall.

The 2012 Annual Meeting will be Tuesday April 10,2012 at the Bear Creek Town Hall. Roads to be improved for 2012 will be on the agenda. Also on the agenda will be the terms of members of the Planning Commission. Also any other business pertinent to this meeting.

Approved minutes to January Town Board Meeting

MINUTES TO REGULAR MONTHLY MEETING OF TOWN OF BEAR CREEK
Thursday January 5, 2012 8:00 P.M. Bear Creek Town Hall
The Town Board of the Township of Bear Creek held its regular
monthly meeting Thursday January 5, 2012 at the Bear Creek Town
Hall with the meeting called to order at 8:00 P.M. by Chairman
Marty McCluskey.

Present included Harold Emerson and Jeff Scallon , Supervisors;
Sheila Tafs, Treasurer; Tim McCluskey, Patrolman; Ted Greenheck , Mark
Mahoney ,and Eileen Eberle,Clerk.

Minutes to the last meeting were read by the clerk. Motion to
approve as read was made by Harold Emerson, 2nd, and carried.

The treasurer’s report was presented by the treasurer. Motion to
approve as presented was made by Jeff Scallon , 2nd, and carried.
The early paid taxes amounts need to go to the schools , state,
and county needs their monies from this by January 15th, with these
checks needing to be made out and sent by that time.

New budget for 2012 was completed and placed in the computer.

The electronic election machines were in Baraboo for cleaning and
checking.The company had their representatives there to do this work.

The 1099’s were mailed to our businesses.

Quarterly reports were due at this time. W-2’s were completed and
distributed to the board. Federal and State Reconciliation’s were
completed, and the W-3 report.

Taxes for 2011 are being collected by the treasurer. New recycling
sheets are here for 2012 and distributed by Sheila when collecting
taxes.

New record books for the board’s 2012 records were completed by
the clerk and distributed to the board.

The Township Audit of the books of the Clerk and Treasurer needs
to be set and was set for the March meeting of the board..

Mark Mahoney and Ted Greenheck were present to present an approved
by the planning commission a survey of land owned by Randy Smith , for
the board to look over and give a board recommendation . The survey was
approved of 20 acres to possibly be sold to a couple from Dane
County.The motion to approve this survey was made by Harold Emerson,
2nd, and carried.

Assessor was in the township to update the town for 2012.

The Town Board was paid for the 4th quarter of 2011 at this
meeting.

The township has the sand for the winter.

An election survey came from the state and was completed by the
clerk,and returned to the state.

The Wisconsin Clerk’s Association dues were paid in the amount of
$45.00.

Clerk to compile the retirement figures for 2011 and get to the
treasurer , so they can be done electronically.



An updated Quick Books program needs to be ordered for 2012.
This will be for the payroll program..

Discussion to be added to the February agenda of a motion by the
board to keep the same Planning Commission for the next 2 years.

The DNR report was completed and sent to the state of the levies
and the mill rates. This gets us our reimbursement from the DNR.

The Statement of Taxes was completed and sent to the county and
state. Also the Certification of the tax book completed and sent to the
county and the book given to the treasurer.

Next meeting of the Town Board will be Tuesday February 7th,2012
at 8:00 P.M.

The board needs to be registered for the District Town’s Association
meetings for the spring Town’s Association meetings. The board will go
to Richland Center to the White House on Friday February 17th.

The web site for Bear Creek is up and running. The address is
http://townofbearcreek.blogspot.com.It runs for free and was put
together by Mike Eberle. It has the agendas. minutes, notices, etc. for
information to the town residents..

A sympathy card was sent by the board to the Ken Blum Family who
lost their daughter in a tragic accident. Ken is a member of the Bear
Creek Election Board and the Bear Creek Planning Commission.

The bills were paid as presented and approved by the board. The
schools will be paid on January 15th with the early paid tax money due
them.

Motion to adjourn the meeting was made by at 9:12 P.M.by Sheila
Tafs, 2nd, , and carried. Chairman McCluskey adjourned the
meeting.

Agenda February 7,2012 Town Board Meeting

______1. Discussion of the roads. Use of salt,sand,etc. Bad winter weather conditions.

______2. There will be no election in Bear Creek in February. Some places in Sauk
County are having elections. Reedsburg School District and Sauk-Prairie
School District.

______3. Checks need to be written to the schools (5) by February 15th of the tax
money paid in January. Sheila needs checks to settle with the county for the
county and state and the dogs. Also checks need to be written for the DNR
money in lieu of taxes to MATC, River Valley, county and state.

______4. Sheila wants board to discuss raising mileage in Bear Creek to$ .55 to be in
line with other entities..

______5. Audit of the Clerk’s and Treasurer’s books for 2011 has to be set for
the March Town Board Meeting .

______6..Military and overseas voters have been contacted for application for ballots..

______7,. The Clerk is working on the Township Annual Report for 2011 and starting
the State Form C State Report that is due March 1,2012. We can distribute
the Township Annual Reports in March.

______8. The Planning Commission would like the notice placed on the agenda to renew
their board members for the coming years, possibly 2 , the same as the election
board.

______9..The April 3rd meeting of the Town Board will have to be changed due to the
Spring General Election being on that day.

Approve Minutes of December meeting of Town Board

MINUTES December 8, 2011 TOWN OF BEAR CREEK REGULAR MEETING

The Township of Bear Creek held its regular monthly meeting Thursday December
8th, 2011 at the Bear Creek Town Hall with the meeting called to order at 8:00 P.M. by
Chairman Marty McCluskey.

Present included : Harold Emerson and Jeff Scallon, Supervisors; Sheila Tafs,
Treasurer; Tim McCluskey, Patrolman; Joe Bauer , and Eileen Eberle, Clerk.

Minutes to the last meeting were read by the Clerk. Motion to approve as read was
made by Harold Emerson , 2nd, and carried.

Treasurer’s report was given by the treasurer.Motion to approve as presented by Jeff
Scallon , 2nd, and carried.

Road work being done was discussed. Sand, salt,etc. ordered for the winter season.

The levies were all in the township for the schools and the taxes were at the county
after Thanksgiving to be run.The clerk needs to complete the tax roll book, complete the
Statement of Taxes before the 3rd Monday in December, and complete the levy report for
the Department of Natural Resources so we get the “In Lieu of Taxes” money.

. The January meeting will be January 5,2012 at 8:00 P.M. at the Bear Creek Town
Hall.

Pay for meetings is $35.00 per meeting. Chairman salary of $2,000.00 per year.
Supervisor 1 and Building Inspector salary is $1,800.00. Supervisor 2 salary is $1,600.00
per year.

A sheet was completed on the school levies, news of upcoming events in the township
and copies to go out with the taxes. Also the new recycling sheet for 2012. This was the
Spring Newsletter and sent out with the taxes.

Lottery credit and First Dollar sheets were run for the board.

Motion was made by Jeff Scallon , 2nd , and carried to close the Township books as
of December 31,2011 for 2011.

The tobacco selling permit papers were completed and sent to the state. Even if we
have no permits out.

A resolution was passed on staying within the state levy limit. Made by Jeff, 2nd,
and carried.

A resolution on our recycling program was signed and sent to the state for their
records.

The ballots were ordered for the February 21st election and the April 3rd election.

Clerk to have the W-2s ready by the next meeting . Also new binders for the board
for 2012

The patrolman was given a Holiday Bonus.

The election board was approved for the next 2 years. members attended a training
from the state in Richland Center each getting 1.5 hours of official training..

The patrolman is to be paid 1/2 of his insurance in January and 1/2 in July of
amounts of $1,290.00 each time.

Joe Bauer was present with concerns of the line of ownership between his property
and that of Dan Reutten. Board to keep an eye on this and Bauer to report any more
problems.

Bills were paid as presented and approved by the board.

Motion was made at 9:15 P.M. by Sheila Tafs to adjourn the meeting, 2nd and
carried. Chairman McCluskey adjourned the meeting.
